[[Seeking Contract Oversight and Purchasing Support Specialist toperform moderately complex (journey-level) consultative services,technical assistance and administrative work supporting the OPCOContract Oversight and Purchasing teams. Work involves assisting in thedevelopment of policies; reviewing guidelines, procedures, rules, andregulations; planning, coordinating, and preparing specifications forpurchasing commodities and services; preparing procurement documents;and maintaining detailed records of items purchased, received, prepared,and issued. Works under the general supervision of the ContractOversight Manager with limited latitude for the use of initiative andindependentjudgment.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[Performs routine support, compliance analysis, consultative, andadministrative work as part of the Oversightteam]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Compiles, reviews, and analyzes data to verifydocumentation.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Maintains the contract administration record-keeping and reportingsystem from the initial referral through the close out ofcontracts.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Provides support and collaborates in the development,implementation, analysis, and documentation of agency policies andprocedures.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Assists with internal inspection of complianceissues.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Assists with preparing written and/or oral reports on complianceissues for agency management and otherstaff.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Assists with reviewing contract and other legaldocuments.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Assists in the collection, organization, analysis, and/orpreparation of materials in response to requests for information andreports.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Support and assists with the development of contract administrationand procurement policies andprocedures.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Serves as a liaison to account managers to ensure vendorparticipation is consistent with contract terms and conditions, legal,and/or fiscalrequirements.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Work involves regular contact with the Office of General Counsel,vendors, third party administrators, actuaries, insurance companies andother persons and entities with whom ERScontracts.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Oversees and monitors contract performance of assigned areas andassists with determining compliance with terms and conditions of thecontract and policies by examining various performance indicators suchas: reports, deliverables and otherindicators.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Monitors, maintains and participates in contract post-awardactivities and division contractualrequirements.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[* May perform statistical sampling ofdata.]{style="font-family:Arial,H lvetica,sans-serif;"}]{style="font-size:14px;"}

[[* May provide guidance regarding contract administration, policies,andprocedures.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[* May makes recommendations on improving existing departmentalcontract management processes andpractices.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[* May recommend and coordinate activities to produce a more effectiveprogram.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[Provides support to the PurchasingTeam:]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Coordinates and processes competitiveprocurements.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Requisitions and orders merchandise, supplies, and equipment byusing, interpreting, and monitoring established guidelines, rules,polices, andlaws.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Prepares, reviews and tracks purchaseorders.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Prepares and reviews bids and purchase order to verify accuracy,terminology, andspecifications.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Reviews and tabulates bids and orders to determine the lowest andbest bids or bids that provide bestvalue.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Maintains and reviews various purchasing and procurement reports,records andfiles.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o Monitors legal and regulatory requirements pertaining to purchasingandprocurement.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[o May prepare and provide statutorily requiredreports.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[Required Minimum Qualifications: Your application for employmentmust reflect how you meet each of the following minimumqualifications:]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[1) Completion of two (2) years (60 semester hours) of college creditfrom an accredited college or university. Each year of related workexperience over the minimum requirement may be substituted for one year(30 semester hours) of collegecredit.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[2) Two (2) years of experience performing related work within the last10years.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}

[[3) One (1) year of experience reviewing complexdocuments.]{style="font-family:Arial,Helvetica,sans-serif;"}]{style="font-size:14px;"}
