Responsibilities

This Transportation Specialist position is located in Surface Operations (SUR), Security Operations (SO), Transportation Security Administration (TSA), Department of Homeland Security (DHS). The incumbent is responsible for providing direct program support to the Section Chiefs and Branch Managers of Surface Operations for the formulation of solutions to highly complex transportation security issues, programs, and initiatives that cross organizational boundaries and impact the accomplishment of DSH and TSA strategic objectives. Duties include but are not limited to:
  • Serves as principal point of contact and provides direct program support to the Branch Managers and Section Chiefs of Surface Operations for challenging projects, programs and other activities under minimal direction.
  • Serves as a lead technical specialist providing development, delivery, facilitation and oversight for surface training and exercise programs including field and stakeholder outreach and communications as well as serving as the primary lead for various tasks assigned on a daily basis.
  • Using comprehensive technical knowledge and experience, supports, reviews and conducts analysis of surface operations field and headquarters internal training plans, security assessment, security awareness training, and exercise related programs.
  • Manages the training requirements and implementation of office oversight activities, both regulatory and non-regulatory, including inspections, investigations, detailed assessments, and other risk-based outreaches.
  • Conducts in-depth analysis using available technological systems, software applications, and databases (i.e. Performance and Results Information System (PARIS), Salesforce, iShare, Microsoft Office Suite- Word, Excel, Access) for reviewing and updating data, and identifying trends.
  • Develops and reports on performance metrics including, but not limited to, security program effectiveness, industry compliance rates, and national field office surface inspector utilization. Utilizes data analysis to make recommendations to increase efficiency and effectiveness of surface programs and resources to include TSI-S staffing allocations.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience at the SV-I or GS-13 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
  • Reviewing surface transportation regulations, programs and processes to develop recommendations to improve effectiveness and efficiency of surface operations.
  • Formulating performance recommendations and/or action plans based on analytical results.
  • Performing in-depth reviews of security concerns to ensure of accuracy and conformity with Surface Operations issued guidance.

Note: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.
