Job Description

Jacobs’ Anchorage, Alaska office is seeking a senior-level environmental planner who can manage preparation of National Environmental Policy Act (NEPA) documentation in the transportation, water, and energy sectors. This is an opportunity for a motivated individual to influence and provide leadership as part of the quickly-growing Jacobs’ environmental practice in Alaska and the NW US. The duties of this role include environmental project/task management, business development, leadership, and growth opportunities to hire and mentor staff. The position will be part of a team of over 100 planners and scientists in the NW and will help focus the growth in our Alaska operations
-NEPA analysis and document preparation
-Pre-NEPA analysis and document preparation, such as Planning and Environmental Linkages (PEL) studies, discipline reports, in water, transportation, and other market segments
-Federal, State, and local regulatory requirements and permitting processes


Job Requirements

Required Qualifications:
-BS or MS in environmental studies, planning, policy, science, or other related field
-15 years of experience in environmental planning, analysis, and studies
-Proficiency with NEPA
-Excellent written, verbal, and interpersonal communication skills
-Experience in interagency/interdisciplinary coordination, risk identification and management
-Demonstration of business development knowledge with an effective ability to market federal, state, local, and private clients to secure environmental and engineering-centric work

Desired Qualifications:

-8 years of experience with transportation projects with at least 5 years of experience in Alaska
-Experience with corridor studies, alternatives analysis, and/or preparation of PEL studies
-Project Management experience
-Federal aquatic permitting experience with the Clean Water Act and Rivers and Harbors Act
-Proficiency with Geographic Information Systems including ARC GIS and related software
-Ability to travel as needed for project assignments and pursuits

Demonstrated Experience:

-Preparation of NEPA documents, including Categorical Exclusions, Environmental Assessments, and Environmental Impact Statements, including:
•Natural, social and economic environment analysis and completion of discipline reports/documents
•Document preparation, production, publication, and distribution
•Public involvement experience including plan development and implementation in hearing, meetings, and comment collection/evaluation/response.
-Strong project management skills and ability to effectively manage scope, schedule and budgets for environmental documents of varying size
-Ability to support market assessments, strategic plans for discipline growth, assist in key hires, prepare scopes of work, conduct quality control reviews, and participate in lead roles in business development including proposal preparation and interviews
