ChenegaProfessional and Technical Services, LLC (CPTS) is seeking aSubject Matter Expert – Liquid Waste (Nuclear WasteManagement and Disposition to support an acquisition planningsupport task order with the U.S. Department of Energy’s (DOE) Office ofEnvironmental Management (EM). The SME will assist the Savannah River Site(SRS) Operations Acquisition (Post FY 2018 Acquisition Integrated Project Team(AIPT).

Performanceis predominantly onsite at SRS, a 310 square mile (198,344 acres) site that islocated in the sand-hills region of South Carolina. SRS encompasses parts ofAiken, Barnwell and Allendale counties and is bordered on the west by theSavannah River and Georgia. SRS was constructed during the early 1950s toproduce basic materials used in fabrication of nuclear weapons, primarilytritium and plutonium-239, in support of our nation's defense programs.

Duties andResponsibilities:

  • Assist in the identification ofrequirements to support the acquisition, sustainment, and supportabilityrequired for the Savannah River Site Operations (Post FY 2018) Acquisition.
  • Assist the Liquid Waste Services SourceEvaluation Board Source Evaluation Board (SEB) in developing an RFP whichincludes, but is not limited to Requirements, Acquisition Planning,Solicitation, Evaluation, Award, and Administration documentation.
  • Study and analyze new requirements as theyare identified or when changes to existing support concepts are anticipated.
  • Review work specifications to ensure thedocumentation meets Government requirements.
  • Participate in team meetings, and otherrelated meetings.
  • Provide technical guidance, data analysis,and reports
  • Assist the Government in reviewingdelivered engineering data (e.g., performance specifications, interface controldocumentation, and commercial item descriptions) to ensure the deliverabledocumentation meets DOE technical and programmatic requirements.
  • Assist the Government in documentingproposal evaluations during the source selection.
  • Otherduties as assigned

MinimumQualifications: (Toperform this job successfully, an individual must be able to perform eachessential duty satisfactorily.)

  • Bachelor’s Degree in Chemical Engineering
  • 20 years’ experience in Nuclear WasteManagement & Disposition
  • Must have Current and Active DOE L or DODSecret Clearance.

Knowledge, Skillsand Abilities:

  • Hands-on experience with developing, reviewing, and/or managing technicalrequirements documents, specifications, performance work statements, deliverables,and Inspection and acceptance criteria in support of major Liquid Nuclear WasteManagement & Disposition acquisitions.
  • Hands-on experience with developing, reviewing, and/or managingacquisition planning, market research, contract type selection, sourceselection methodology, evaluation criteria, and past performance reviewmethodology documentation in support of major Liquid Nuclear Waste Management& Disposition acquisitions.
  • Hands-on experience with developing, reviewing, and/or managingacquisition planning, market research, contract type selection, sourceselection methodology, evaluation criteria, and past performance reviewmethodology documentation in support of major Liquid Nuclear Waste Management& Disposition acquisitions.
  • General knowledge of experience in developing, reviewing,and/or managing solicitations; supplies or services and prices/costs; deliveriesor performance requirements; special contract requirements; documents,exhibits, and other attachments; instructions, conditions, and notices toofferors; and evaluation factors for award in support of major liquid nuclearwaste management & disposition acquisitions.
  • Hands-on experience with developing, reviewing, and/or managingsource selection information (e.g. Cost and price analyses, technical proposalanalyses, past performance analyses, basis of award, source selectiondecisions, etc.) In support of major liquid nuclear waste management &disposition acquisitions.
  • Subject matter expertise in in the Statutes, Executive Orders, OMBCirculars, and Federal and Department of Energy regulations, directives,instructions, and guidebooks governing Environmental Management. (Desired Skill)
  • Subject matter expertise in in the Statutes, Executive Orders, OMBCirculars, and Federal and Department of Energy regulations, directives,instructions, and guidebooks governing Acquisition, Administrative Management, and Organizational Charters.(Desired Skill)

  • During visits to areas ofoperations, may be exposed to extreme cold or hot weather conditions. Is occasionally exposed to fumes or airborneparticles, toxic or caustic chemicals, and loud noise.
