The Business Analyst is responsible for the set of tasks and techniques used to work as a liaison among stakeholders in order to understand the structure, policies, and operations of an organization, and to recommend solutions that enable the organization to achieve its goals.
This resource will support the Business Relationship Management (BRM) group in the efforts for the Ohio Department of Job and Family Services’ (ODJFS) Office of Information Services (OIS). These efforts will be treated as a support for the BRMs supporting the multiple lines of business in processing of tactical work freeing the BRMs up to do more strategical efforts. In addition to these efforts, the BA will be expected to assist in standardizing the documentation and methods for executing these efforts to be able to help the BRM Lead roll out this process to other BAs.
The BA will be expected to lead, participate in, or complete the following: Gathers organizational and project information, facilitates stakeholder and participant communications and relationships, and accomplishes project planning activities for the implementation of information technology solutions. Assists in the identification of documents and analysis of business requirements for implementation of information technology solutions; gathers requirements for project proposals and assists Business Relationship Manager (BRM) in obtaining information needed to progress through the IT investment management cycle (IMC) process Identifies IT services needed to complete business activities (e.g., identifies business strategies and maps to the appropriate enabling capability within IT); performs technical writing to gather scope and outline system requirements documents for new projects and ideas; reviews design documents and identifies additional costs and needs based on agreements; assists business partners with help desk issues (e.g., escalation and assuring the proper categorization of service incidents); assists in service and project delivery communication. Assists BRMs with obtaining signatures, reviews, and updating of multiple systems needed for agreements and contracts; confirms that information technology procurement requests (ITPR) have been entered and are assigned to an Office of Contracts and Acquisitions (OCA) analyst.
Monitors all current amendments for the business area and partners with the BRM to determine renewal needs; collaborates with OCA to start process of renewals for the subsequent fiscal year; tracks invoices and assures the appropriate person has approved; performs onboarding of contractors for deliverable based agreements.
Native or bilingual proficiency
Experience conducting Facilitated Workshops for requirements analysis. Experience creating workflows using formal notation such as the Business Process Modeling Notation (BPMN). Knowledge of formal requirements gathering methodologies. Experience developing Business Requirements - project initiation document, what the needed achievements will be, and the quality measures. Experience developing Functional requirements - describe what the system, process, or product/service must do in order to fulfill the business requirements.
Experience developing User (stakeholder) requirements - are a very important part of the deliverables, the needs of the stakeholders will have to be correctly interpreted. This deliverable can also reflect how the product will be designed, developed, and define how test cases must be formulated. Experience developing Quality-of-service (non-functional) requirements - are requirements that do not perform a specific function for the business requirement but are needed to support the functionality. For example: performance, scalability, quality of service (QoS), security and usability. Experience developing Report Specifications - define the purpose of a report, its justification, attributes and columns, owners and runtime parameters. Experience developing Requirements Traceability Matrix - a cross matrix for recording the requirements through each stage of the requirements gathering process. Strong organization and writing skills. Experienced developing graphic representations of complex business processes. Experience with the State of Ohio contracting process Experience with ODJFS procurement system Experience with Trello or other priority planning software Experience using Excel for tracking and creating pivot charts and reports and IIBA certification.
