Description
SUMMARY: Incumbents perform professional work managing all construction bids and designs, ensuring compliance with regulatory and environmental standards, monitoring and managing assets, and related work as apparent or assigned by the Public Works Director
Incumbents are responsible for putting final touches on capital budgets; providing oversight and direction for construction projects and related public works projects serving as a liaison with outside agencies
Incumbents are involved in policy making; have resource responsibilities; and are responsible for conducting and managing special projects
Work is performed under the general direction of the Director of Public Works
Supervision is exercised over assigned divisions.
Examples of Duties
ESSENTIAL DUTIES & RESPONSIBILITIES:

- Works in coordination with senior PW management team
- Manages construction projects including preparing bids for advertising, reviewing bid tabulations, developing recommendations for award to the Public Works Director
Attends meetings, review shop drawings, Stormwater management plans, Request for Information (RIF) and related claims. - Supervises assigned staff to include prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring employees follow policies and procedures; maintaining a healthy and safe work environment; and making hiring, termination, and disciplinary recommendations
- Oversees construction projects as the project manager/inspector
Works in coordination with consultant engineers, as may be necessary. - Works in coordination with consultant engineer overseeing design, including development of construction RFPs, review proposals, and design and construction cost reviews; performs constructability reviews as plans progress; maintains project schedule to ensure projects can be advertised on time; reviews and approves design invoices.
- Oversees asset management including developing long-term plans and goals for improving the City's infrastructure.
- Ensures regulatory and environmental compliance.
- Assists in the preparations of resident notifications about upcoming construction projects; works with other departments about construction impacts to the community; communicates with residents about complaints and concerns on projects.
- Plans, develops, and implements goals, objectives, policies, and procedures for assigned divisions
Additionally, incumbents should be familiar with Ohio Department of Transportation guidelines and regulations and the Manual on Uniform Traffic Control Devices (MUTCD) and local codes - Provides direction and guidance to external consultants and/or vendors engaged in studies and infrastructure projects on behalf of the City; initiates and monitors the progress of special studies to be undertaken by internal staff
- Prepares and maintains records and statistical reports on construction activities and incidents by providing regular and accurate reports to the Director of Public Works and ensures all records are properly kept for division activities, including the condition of the infrastructure and development, including identifying funding needs and options
- Administers and monitors capital improvement programs, including allocating resources and approving expenditures; in a manner that complies with purchasing regulations
- Administers and oversees the annual road program
- Prepares or directs the preparation of bid documents
- Responds to inquiries and concerns from citizens, and government authorities
- Coordinates and directs activities involved in the implementation and completion of applicable projects/contracts, which may include design, scheduling, construction, legal procedures, budget, and construction compliance
- Maintains regular attendance and punctuality
- Performs other duties of a similar nature or level
Exercises supervision of City personnel in related area of responsibility.

QUALIFICATIONS:
Knowledge of:
- Comprehensive knowledge of the theory, principles and practices of civil engineering as applied to developing and constructing public works projects
- Comprehensive knowledge of City laws and ordinances and state and federal rules and regulations
- Comprehensive knowledge of GIS and Computer Aided Design (CAD) system applications
- Civil engineering instruments and equipment
- Project management principles and practices
- Public administration and governmental operations

EDUCATION AND/OR EXPERIENCE:
Bachelor's degree with coursework in civil engineering, construction management, or related field, five years technical experience in engineering consulting and construction work, and five years of responsible supervisory experience directly related to the area assigned; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.
CERTIFICATION/ LICENSURE:
- Must have at the time of hire and be able to maintain a valid Ohio driver license
- Possession of National Association of Sewer service Companies (NASSCO) Pipeline Assessment Certification
- Ohio Department of Transportation (ODOT) Local Public Agencies (LPA) Certification
- Professional Engineer (PE) designation highly desirable.
