Duties

The incumbent exercises major responsibility, in conjunction with the Assistant Inspector General for Audit, for planning, directing, and managing all audits, attestation engagements, and evaluations of Treasury and other programs and operations under the jurisdictional oversight of Treasury Office of Inspector General (OIG) through assigned Office of Audit (OA) directorates. The incumbent's scope of responsibilities focuses on performance audits, attestation engagements, and evaluations related to cyber/information technology security and financial assistance through, but not limited to, the Community Development Financial Institutions Fund, Coronavirus State and Local Fiscal Recovery Funds, and the Gulf Coast Restoration and Trust Fund.

Provides overall leadership and direction in the planning, management and coordination of audits, attestation engagements, and evaluations conducted by assigned audit directorates.

Develops an annual work plan and strategic planning documents forecasting future directions, allocation of staffing and financial resources, and anticipated modifications in performance requirements within assigned resources and staff.

Assists the AIGA in the review of proposed and enacted legislation and regulations affecting applicable programs and operations under Treasury OIG's jurisdiction to determine their impact on OA's oversight activities.

Participates in formulating OA budget requirements to accomplish OA's programs and activities. Manages the human and financial resources provided to OA, including controlling expenditures and FTEs.

Supervises the staff of assigned directorates through subordinate supervisors, ensuring sound personnel management practices in each directorate.

Implements EEO policies and communicates support of EEO principles to subordinates.

Ensures the application of professional standards and the maintenance of professional qualifications of staff.

Fosters the development and professional growth of staff and encourages pursuit of professional certifications and participation in professional organizations.

Qualifications

To meet the minimum qualifications requirements, applicants must possess the mandatory technical and executive core qualifications to perform the duties as described above. These qualifications would typically be acquired through experience and training which reflect progressive development and achievement in the investigative field. An individual's total experience and education must demonstrate the ability to perform the duties of the position.

Your ECQ statement cannot exceed 10 pages and should focus on professional challenges, contexts, actions and results that demonstrate you have achieved each of the ECQs. Your examples should be clear and concise and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishment with results of your actions, policy initiatives and level of contacts. Prior to appointment, the Office of Personnel Management (OPM) reviews and certifies the managerial qualifications of each new career appointee to the Senior Executive Service, who must submit a written statement addressing the five Executive Core Qualifications (ECQS): 1) Leading Change; 2) Leading People; 3) Results Driven; 4) Business Acumen; 5) Building Coalitions.

Current/Former SES Career Appointees and SES Candidate Development graduates (with OPM QRB certification) do not need to submit ECQs to be considered.

Education

Education Requirements:

Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.

OR

B. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; OR

2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.

CONDITIONS OF EMPLOYMENT:

* A one year SES probationary period may be required.
* Must successfully complete a background investigation.
* Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.
* Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
* If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so.
* Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S.
* Obtain and use a Government-issued charge card for business-related travel.
* File a Public Financial Report (SF-278) upon appointment in accordance with the Ethics in Government Act of 1978.
* Undergo an income tax verification
* Submit to a drug test prior to your appointment and random drug testing while you occupy the position.
* OPM Certification: An initial appointment to an SES position is contingent on approval from (OPM) Qualification Review Board unless the selectee has successfully completed an OPM approved SES Candidate Development Program.
