Responsibilities:

Working in concert with other Corporate Development team members, subject matter experts, and functional leaders, the Clinical Writer, Proposal Development creates high-quality, consistent, and compliant responses to Medicaid managed care health insurance RFPs and RFIs nationwide. This position partners with key clinical leaders to gather data and to identify solutions that address content or capability gaps. Using the data collected, the Clinical Writer, Proposal Development translates highly technical information, including clinical statistics, into compelling prose that meets the needs of government customers and complies with contract requirements. The Clinical Writer, Proposal Development is responsible for leading the development of all medical management RFX responses, which includes meeting with subject matter experts, writing responses and providing direction/reviewing other writers’ responses. This position requires an in-depth understanding of clinical practices and programs in a managed care environment and advanced writing skills.

Specifically, the Clinical Proposal Developer is responsible for:

  • Serving as lead writer for Medical Management/clinical proposal sections, providing guidance to other writers as needed to ensure clinical responses meet quality, accuracy, and compliance goals. Articulating, clearly and compellingly, clinical solutions within care management, disease management, covered services, value-based purchasing, utilization management, and quality management RFP/RFI sections.
  • Creating and maintaining a strong relationships with corporate, regional, and local Medical Management staff to learn and keep abreast of operational processes and departmental goals.
  • Reviewing and interpreting RFP/RFI information including statements of work (SOW) and submission requirements to identify business requirements and information needed for compliant and competitive responses.
  • Identifying and gathering content and information from multiple sources, including past proposal submissions, policies & procedures, other organizational materials, and assisting in market research and competitive analysis activities, as needed.
  • Reviewing available materials to identify needed content and gaps. Preparing and conducting interviews with internal stakeholders, consultants, and clinical SMEs to confirm response approach and obtain content. Using strategic understanding of the company and opportunity to suggest features, benefits, and value propositions to be included in assigned responses and assist in resolving content gaps.
  • Leveraging clinical expertise, industry knowledge, and understanding of internal Medical Management operations to develop narrative responses that are compliant, competitive, compelling, and customer-focused, and that fully incorporate existing and future-state clinical solutions, available clinical outcomes, and applicable approaches, as well as appropriate SOW elements, contract requirements, and key messaging/themes, and that comply with prescribed style.
  • Managing Medical Management RFP/RFI responses to ensure information is collected from SMEs and assimilated into drafts in accordance with established deadlines, including writer and SME deadlines; and identifying and communicating issues that risk the completion of assigned sections in compliance with the project schedule.
  • Revising assigned responses using feedback from various review sessions.
  • Reviewing RFP/RFI responses written by other writers.
  • Contributing to ongoing development and maintenance of ongoing proposal development process improvement efforts to improve efficiency, effectiveness, and quality of external-facing deliverables.
  • Adhering to and reinforcing proposal development processes, templates, guidelines, and deadlines.

Education/ Experience:

  • Bachelor’s Degree, in a clinical field of study; RN, MS/MSW, LCSW, or PhD is required.
  • Knowledge of industry trends and federal regulations related to managed care, population health management, Medicaid, Medicare, and CMS innovation projects. Knowledge of proposal best practices and state/federal procurement rules & restrictions highly desired.
  • Experience collaborating among various teams, including all levels of staff and management, to develop high-quality proposal responses.
  • Outstanding interpersonal and communication skills, including the ability to effectively interview technical experts and build understanding between multiple parties
  • Excellent writing and research skills, including strong ability to organize ideas and synthesize large amounts of data, as well as demonstrated analytical skills to ensure compliance with business and/or contract requirements.
  • Ability to work well under pressure in a fast-paced environment, sometimes with irregular hours needed to meet tight deadlines.
  • Ability to work with limited supervision, manage ambiguity, make sound decisions, proactively solve problems, and self-manage time.
  • At least 4 years of experience in Medicaid, Medicare, health insurance, or public health industry required. 
  • At least 3 years of experience with writing clinical/medical content for a variety of audiences; experience with writing about clinical programs in complex proposals or grants highly desired. 
  • At least 5 years of clinical practice experience, preferably in population health management programs or clinical care management in a managed care setting.

Other Skills:

  • Deep knowledge of population health management approaches to providing comprehensive care management services.
  • Prior experience providing, coordinating, or supervising clinical care in managed care settings, or for Medicaid or Medicare programs.
  • Expert user of Microsoft Office (Word, Excel, Outlook), Microsoft SharePoint, and Adobe Acrobat.
  • Travel may be required.
