The Project Manager (PM) shall provide contract technical and management direction, submission of contract deliverables, and general support and coordination with the COR and Government staff. This individual shall be fully authorized to direct and supervise day to day activities of approximately 20 contractor staff needed to meet contract requirements. This individual supports the Government COR and Program Office and serves as the single point of contact for planning, execution, quality, and financial aspects of the program. The PM is also the primary point of contact with the Customer.
The PM shall be a PMI PMP and Certified ScrumMaster who works as the facilitator for product development teams that use Agile development methodology. The PM manages the process for how information is exchanged and makes certain that the project has the talent, resources and guidance to be successful. The PM also manages the team, performing managerial tasks.

  • Manage the day to day project activities
  • Facilitate and manage the project scope, goals and deliverables
  • Define project tasks and resource requirements
  • Manage the project team(s) to maximize performance providing direction, removing impediments, and enabling career development of team members
  • Lead team to plan, schedule project timelines, and track project deliverables using appropriate tools
  • Monitor and report project progress and plans to all stakeholders
  • Responsible for leading all Scrum ceremonies, including planning, demos, and retrospectives
  • Lead and coordinate Sprint planning meetings
  • Work with Product Owner to review Backlog and priorities for development
  • Lead the business analysis team in translating business requirements to technical tasks
  • Plan production releases using the release plan
  • Facilitate Sprint retrospectives with the team at the end of each sprint
  • Lead the Sprint retrospectives and develop the resulting improvement plans
  • Provide a burndown chart that reflects the remaining work

Required Experience:
  • Fifteen years Project Management experience, at least 10 of which are leading projects in the Federal Government sector with experience reporting to Sr. Government personnel
  • At least five years' experience leading Agile software development teams as PM or CSM for Federal Government customers
  • Five years' experience managing team in developing SharePoint solutions
  • Experience managing teams of 15 or more staff
Preferred Experience:
  • Software Development experience
  • Systems and/or Business Analyst experience
  • SharePoint Development, Engineering, or Administration experience

  • Bachelor's degree in computer science, software engineering, information systems or related field (required).
  • Master's degree in related field (preferred)
Required Certifications:
  • Active PMI PMP certification
  • Active PMI PMP-ACP certification (preferred)
  • CSM certification
  • ITIL certification (preferred)

Security Clearance and Citizenship Requirements:
  • Successful completion of HSPD-12 PIV process and Government background check
  • US Citizens only
