Technical Assistance Consultant, Special Education Fiscal Policy

American Institutes For Research Arlington, VA (On Site) Full-Time

AIR is currently seeking a Technical Assistance (TA) Consultant to join our Learning Supports Program Area within AIR's Human Services Division to aid us with improving outcomes in Education. The Technical Assistance Consultant will serve as a subject matter expert and provide training and technical assistance (TTA) focused on topics related to special education policy and Individuals with Disabilities Education Act (IDEA) fiscal requirements for collection and reporting, IDEA and state performance plans/annual performance reports (SPP/APR) indicators, data quality, collection and use, implementation science and systems change.

The candidate will have experience providing training, facilitation and coaching support to state education agency (SEA) staff to build their capacity to implement infrastructure supports at the state level and design and implement new professional learning opportunities and guidance documents to support local education agency (LEA) leaders and their stakeholders. This position will require the ability to provide TTA to diverse audiences working with local, state and national partners.

This position can be worked remotely based in the U.S. or out of any of our U.S. office locations.

The responsibilities for the position include:

* Develop training materials, toolkits, infographics and tools on various topics within special education policy and fiscal requirements and IDEA SPP/APR indicators
* Provide TTA and host communities of practice for AIR projects related to subject matter expertise
* Interact with state and local staff, potential clients, and partner organizations
* Contribute to capacity building for existing clients
* Contribute to team efforts to develop new business opportunities, including strategic planning and writing sections of proposals
* Handle multiple tasks independently and simultaneously


Education, Knowledge, and Experience:

* Bachelor's degree with a minimum of 6 years of experience in special education finance, special education policy, or other related fields or a Master's degree with a minimum of 4 years of experience in special education finance, special education policy, or other related fields
* Experience providing TTA to SEA staff on related topics including special education fiscal requirements, data processes for reporting on SPP/APR indicators, interpreting data and using data to inform improvement efforts
* Prior experience in non-profit, philanthropic, university, or mission-driven environment


* Strong business development acumen
* Passionate about topics related to learning supports for special youth populations


AIR requires all new hires to be fully vaccinated against COVID-19 or receive a legally required exemption from AIR, as a condition of employment.
