Senior Level Network Specialist / DevOps, Network Engineer to support the NAWCAD 7.2.4 Information Technology / Cyber Security Division. 

Government owned IT infrastructure requiring support includes:

a) Development, test, quality assurance (QA) and production application servers, web portal servers, database servers, middleware servers, Internet/intranet servers/devices, email collaboration servers, Domain Name System (DNS) servers, proxy servers and file/print serversb) Storage Area Network (SAN) storage arrays, Network Attached Storage (NAS) devices, data warehousing and other data storage systemsc) Server and storage related Information Assurance (IA) activitiesd) Hardware and software tools, utilities, and other supporting infrastructure used to manage the resources and services including government procured or sanctioned cloud solutions.

The Government requires support in the following specific areas:

a) Government's service planning and service design processes for enterprise-wide IT Services, including ensuring consistent IT linkage and alignment to overall mission objectives and technology standards, and regulations as defined by the Government. A comprehensive list of Navy regulatory documents is located at the DON Chief Information Officer (CIO) IT Policy and Guidance website at Government's day-to-day IT operations management processes pertaining to IT service operations, IT engineering activities and continual service improvement across the Government's enterprisec) Managing and maintaining IA integrity of all server, device, and storage computing resources from external and internal security threatsd) Government operations integration and coordination of IT service delivery with all other Government service providerse) Network infrastructure operations, design and engineering support, including all voice, video and data cable plant and building infrastructure

Network Specialist, Senior:

(a) Possesses and applies a comprehensive knowledge across key tasks and high impact assignments. Plans and leads major technology assignments. (b) Evaluates performance results and recommends major changes affecting short-term project growth and success. Functions as a technical expert across multiple project assignments. May supervise others.(c) Provides technical guidance for directing and monitoring information systems operations. Designs, builds, and implements network systems. (d) Directs compilation of records and reports concerning network operations and maintenance. Troubleshoots network performance issues. Analyzes network traffic and provides capacity planning solutions. (e) Monitors and responds to complex technical control facility hardware and software problems. Interfaces with vendor support service groups to ensure proper escalation during outages or periods of degraded system performance. (f) Manages the purchase, testing, installation, and support of network communications, including LAN/MAN/WAN systems.(g) Performs system-level design and configuration of products including determination of hardware, OS, and other platform specifications.(h) Plans large-scale systems projects through vendor comparison and cost studies.(i) Performs a variety of systems engineering tasks and activities that are broad in nature and are concerned with major systems design, integration, and implementation, including personnel, hardware, software, budgetary, and support facilities and/or equipment.(j) Provides quality assurance review and the evaluation of new and existing software products.(k) Provides assistance and oversight for all information systems operations activities, including computer and telecommunications/communications operations, data entry, data control, LAN/MAN/WAN administration and operations support, operating systems programming, system security policy procedures, and/or web strategy and operations. (l) Provides input to policy level discussions regarding standards and budget constraints. (m) Supervises all personnel engaged in the operation and support of network facilities, including all communications equipment on various platforms in large scale or multi-shift operations. (n) Supervises complex operations that involve two or more additional functions such as, but not limited to, network operations, systems security, systems software support, and production support activities.(o) Monitors and responds to hardware, software, and network problems. (p) Provides the routine testing and analysis of all elements of the network facilities (including power, software, communications machinery, lines, modems, and terminals). (q) Utilizes software and hardware tools and identifies and diagnoses complex problems and factors affecting network performance.(r) Troubleshoots network systems when necessary and makes improvements to the network


  • Bachelor's Degree in Computer Science, Management Information Systems or related field (minimum); Master's Degree (preferred).
  • Ten (10) years of experience in a client-server environment.
  • Five (5) years of experience in server systems administration and analysis.
  • IAT Level II certification in accordance with DoD 8570-01-M.
  • Experience maintaining the integrity and security of servers and systems.
  • Experience evaluating vendor products, and making recommendations to purchase hardware and software, coordinating installation and providing backup recovery.
  • Demonstrated experience to developing and monitoring policies and standards for allocation related to the use of computing resources.
  • Secret Clerance (minimum).

Specialized Technology Experience:

DevOPs experience w/ an emphasis on the following applications:

Ansible, Terraform, Chef, Puppet, SaltStack, Jenkins, F5 Big-IP Administration, Local Traffic Manager, Access Policy Manager, Application Security Manager, and iRules (TCL and NodeJS based).

Cloud Experience: AWS, and Azure Containerization: Docker, Kubernetes and OpenShift

General Technology Experience:Linux System Administation: Shell scripting, OpenLDAP, and Red Hat Satellite. Windows System Administration: Active Directory, Power Shell, and SharePoint. Network Administration: Cisco Nexus, Fiber Channel, Cisco Firepower Next Generation Firewall (NGFW), IPSec VPN, and Traffic Analysis.

DoD Specific: Host Based Security Solution (HBSS), and STIGs

Naval Air Warfare Center Aircraft Division (NAWCAD) 7.2 has a requirement to provide enterprise-wide Information Technology (IT) services to Naval Air Systems Command (NA VAIR) and its respective customers. The Service Delivery Environment is comprised of a series of interconnected IT systems whose purpose is the integration of information, applications and processes throughout NAVAIR's global operations footprint, as well as across Department of Navy (DON) and Department of Defense (DOD) organizational boundaries. Successful NAVAIR mission achievement mandates IT services that are well integrated, flexible and adaptable with the ability to rapidly scale in response to NAVAIR's dynamic mission requirements. In order to achieve government objectives, NAWCAD 7.2 requires qualified IT experts with the skills and experience to provide enterprise-wide applications, server, storage, data protection/recovery, cloud computing, voice, video, and data telecommunications support.
