Job Summary:
The Project Manager will successfully plan and manage projects throughout the entire project lifecycle.  This skilled professional will be responsible for all aspects of project initiation, planning, implementation, tracking, analysis, resources, costs, deliverables and long-term support. The focus on this position will be to support projects for the Information Services department. This includes projects focused on IT Operations, Data Services, Application Solutions, and Agency-wide IT Implementations.
The incumbent must demonstrate initiative and bring strong knowledge of project management tools (such as Microsoft Project or Jira). Must also be knowledgeable in the project management framework as outlined by the Project Management Institute (PMI). The candidate should be hands-on and capable of executing rapidly as an individual and as a project manager.
He/she will follow project management methodologies, discipline, and leadership. The Project Manager remains continuously aware of business issues and provides direction to aid in the development of creative solutions. This is an exempt position.

Essential Functions of Position:

  • The Project Manager will report to the Director of Project Management and Implementation and will be directly responsible for the completion of projects on time and on budget.  The Project Manager must work effectively with project team members as well as department and program managers to ensure that the project management methodology is in place and effectively utilized to ensure project control and efficiency of operations.
  • The Project Manager assists the Director of Project Management and Implementation in driving the adoption of project management methodology and best practices throughout the Information Systems Department.
  • Specifically, the Project Manager will be responsible for the following:
  • Initiate projects by gathering scope information from customers, creating a project charter, and detailing the project requirements.
  • Develop, execute and manage project plans for timely completion of deliverables to achieve desired business goals.
  • Develop a work breakdown structure, identify dependencies, gather and assess estimates, analyze the critical path, assign and level resources.
  • Define, validate, monitor, assess and control project scope and determine resource requirements.
  • Measure and monitor goal progress on a daily basis and provide weekly status reports to communicate to all stakeholders including the vendor.
  • Prepare and maintain all the project related documents, such as plans, schedules, project issues, and risks logs.
  • Identify and resolve project related conflicts and priorities and escalate the issues as they arise. Identify and mitigate project risks.
  • Foster a team environment and manage project personnel at varying technical levels. Serve as coach and mentor to project team members.
  • Manage multiple cross-functional projects.
  • Develop or review business and systems requirements and system flows. Recommend appropriate designs to meet those requirements.
  • Lead project planning meetings and activities.
  • Ensure that the appropriate test plans are developed and testing is documented.

Requirements for the position:

  • 2 – 3 years of experience managing projects as the primary Project Manager
  • Project Management experience managing a large project with both technical and business users on the project team.
  • Experience using project management tools is a must. (Microsoft Project or Jira preferred)
  • A COVID-19 vaccination is a requirement of the position. One COVID-19 shot is acceptable, contingent on the individual receiving the second shot within the allotted time frame.

Personal Characteristics:

  • Excellent presentation skills required. Ability to communicate effectively and in a timely manner with all project stakeholders is crucial.
  • Strong collaboration skills with staff, vendors, partners and consultants. Maintain effective communication between information systems personnel and the users of information services and systems.
  • Ability to provide a central point of contact for users to address questions, report problems, and submit requests related to Information Technology.  Maintain sensitive and collaborative relationships with IT staff.  Maintain cordial and effective relationships with those within and outside of Bay Cove.
  • Excellent interpersonal skills.

Physical Requirements


Other Qualifications:

  • Bachelor’s degree required.
  • PMP or CAPM Certification is preferred. Scrum certification a plus.
