The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory branch employees. Serves as Information Technology Program/Project Manager with the responsibility for directing, controlling, monitoring, integrating and maintaining the communication activities. Responsibilities Plans, organizes, and directs the activities of the branch, ensuring that the organization complies with legal and regulatory requirements and meets customer needs. Serves as a Program Manager (PM) and senior program IT Specialist. Serves as the focal point for planning, management, and coordination of the IT lifecycle of assigned IT projects. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: Must have IT-related experience demonstrating each of the following four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendation. AND SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes ensuring the agency's ability to respond to meet mission requirements through the optimal application of IT systems and services. Knowledge in improvements in the design and development of applications that enhance the agency's and customers' ability to accomplish mission critical program activities. Knowledge of work that affects the work of other technical experts or the development of major aspects of agency-wide IT programs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Knowledge of advanced IT principles, concepts, methods, standards and practices sufficient to accomplish assignments such as: developing and interpreting policies, procedures, and strategies governing the planning and delivery of services throughout the agency; providing expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues; applying new developments to previously unsolvable problems; and making decisions or recommendations that significantly influence important agency IT policies or programs. Comprehensive knowledge of interrelationships of multiple IT disciplines and specialties, the agency's IT architectures, and new IT developments and applications to include business requirements of customer organizations; systems development principles and approaches; information systems security principles and concepts; applications software design concepts and methods; network management methods; customer support principles, methods, and practices; and project management methods. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
