Independent Office of Appeals: Case & Operations Support/Policy Planning Quality & Analysis/AQMS
The following are the duties of this position at the full working level
If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
* Performs closed case reviews using Appeals Quality Standards and Attributes (AQSA)
Decides nature and extent of review necessary
Interprets and applies AQSA using the Appeals Quality Measurement Standards Guideline.
* Evaluates Appeals case work by the application of closed case review standards and related specific attributes and procedures as defined by the Guideline
Determines whether conclusions reached by Appeals are consistent with tax law, procedure and policy requirements.
* Manages and coordinates assigned programs and projects
Acts as a contact point for related program activities
Develops and distributes instructional material when appropriate
Prepares, maintains and updates technical/desk procedures
Conducts research and provides guidance, feedback, reports and analyses on program operations and results.
* Analyzes and reviews case files, supporting documents and other information for adequate factual and technical development of issues; the proper application of tax laws, Appeals policies and procedures; and appropriate case resolution and settlement.
* Works with team members to identify ways to improve the quality review process
Promotes team concept through a variety of ways that may include coaching other team members and sharing best practices or the institutional knowledge
Maintains appropriate liaison and professional contact with other divisions of IRS.
* Keeps current with significant changes in the Internal Revenue Code, regulations, the IRM, court decisions, and other tax publications which relate to assigned areas of responsibilities
As required, may be designated to perform other duties as assigned or those associated with the closed case review process and serve as a technical advisor.

Qualifications
You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-13
You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service
Specialized experience for this position includes experience with Appeals policies, procedures and practices relevant to the Appeals collection work in order to work cases and resolve issues
Experience with tax laws and administrative procedures relating to liens and levies to ensure full taxpayer compliance and counsel taxpayers on alternatives; experience using various collection procedures such as Offer in Compromise and installment agreement to advise and discuss collection alternatives with taxpayers
You must have experience with the Internal Revenue Code, IRM, court decisions, and other tax publications related to assigned areas in order to research cases, apply relevant tax law to issues that are unclear or where a clear precedent is lacking, and determine the appropriate resolution based upon relevant factors including reasonableness, adjudication trends and settlement practices for collection issues; Experience applying standard accounting and financial analysis techniques to analyze financial information (e.g., analyzing taxpayer transcripts, case files, financial books and records and other information to determine collectability for case resolution)
Experience applying Compliance/Collection investigative procedures, subject matters, organizational structure, and office policies and practices that pertain to the most complex Appeals collection issues
Experience using available on-line systems, research materials and technology to research taxpayer information and resolve taxpayer inquires
In addition, you must have experience in communications and interpersonal relationships to work effectively and professional with taxpayers and their representatives in resolving collection issues
Examples include conducting conferences for the settlement/resolution of tax cases which have the most complex technical collection issues.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible
To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to
Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment
