Planate Management Group (PMG) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) headquartered in Alexandria, Virginia, and Orlando, Florida USA with technical support centers in South East Asia and East Africa, that provide program management and facilities engineering services worldwide. Planate is a small business provider of planning, design, infrastructure management, technical consulting, engineering, and construction management services in support of the US Department of Defense (DOD) and its Service (Army, Air Force, Navy, Marine Corps) missions, along with other US federal agencies, all over the world. We are seeking a highly skilled and experienced Construction Manager to join our team in Kigali, Rwanda
As a Construction Manager, you will oversee and coordinate construction projects in Kigali, Rwanda, ensuring they meet scope, schedule, and cost goals. The role involves managing various aspects of the construction process, from planning and directing to quality assurance and compliance. Contract Duration: 12 months (50 hours per week, with potential overtime of up to 10 hours per week) Duties and Responsibilities: • Collaborate with the OBO Project Director (PD) and OBO Construction Management Construction Executive to provide leadership and guidance to the project team.
• Implement and monitor safety plans and coordinate with safety officers to ensure compliance with USACE Safety and Health Requirements Manual and host country regulations.
• Manage the planning, coordination, evaluation, and scheduling of project contractors to meet quality standards, schedule requirements, cost goals, and contract compliance.
• Interpret and explain plans and contract documents to project staff, contractors, vendors, and clients, ensuring that only the Contracting Officer has the authority to direct scope changes.
• Verify that contractors obtain necessary licenses and permits and ensure proper supervision and quality control inspections.
• Conduct quality assurance inspections and field verification, and supervise owner-sponsored field/laboratory tests.
• Resolve construction issues by conferring with supervisory personnel, clients, contractors, and design professionals.
• Review and manage contractor submittals, change order proposals, and design calculations.
• Maintain comprehensive project documentation, including daily logs, progress reports, and inventory of project property.
• Assist with local recruitment and contract administration, including negotiation and interpretation of modifications and claims.
• Prepare and present project status reports, and participate in project meetings and conferences. General Requirements:
• Bachelor’s degree in Construction Management, Civil Engineering, Mechanical Engineering, Electrical Engineering, or Architecture from an accredited university in the U.S., or a Professional Engineering License (PE) in lieu of a degree.
• Must be a US National and must possess or must be able to obtain Final Secret, Interim Top Secret, or Final Top Secret security clearance at the time of application
• Minimum of seven years of experience on construction projects of similar scope and value.
• Knowledge of International Codes and Construction Safety regulations (e.g., EM 385-1-1, OSHA).
• Proficient in Microsoft Suite (Word, Excel, PowerPoint) and Adobe Acrobat Professional.
• Experience with site lighting, solar photovoltaic projects, and civil construction preferred
• Experience in site lighting replacement with LED fixtures.
• Installation of solar photovoltaic canopies and improvements to existing roof-mounted solar systems.
• Strong knowledge of International Codes and construction safety regulations (EM 385-1-1, OSHA)
