Job Title: Public Works Director
EMCOR Government Services is seeking a Public Works Director (PWD) to provide for the full scope of the Company?s responsibility regarding engineering, maintenance, operations, and quality management programs supporting the U.S. Navy customers at the Pacific Missile Range Facility (PMRF) on the island of Kauai, Hawaii.
The PWD ensures both prime and subcontractors abide by program, contractual, and industrial standards/best practices, to meet the requirements of this contract. The PWD will be the EMCOR leader supporting the Public Works program(s), having full authority and responsibility for assuring performance objectives and standards are met.
The Public Works Director must have an active Secret government clearance, and be a registered Professional Engineer.
This contingent position will be filled upon award of the PMRF Range Operations and Base Operations Support contract.
Essential Duties and Responsibilities:
Supervises staff in the operation and maintenance of the PMRF facilities, buildings, & grounds equipment
Responsible for the coordination and administration of all utilities and public works functions, including planning, organizing, directing, and coordinating the operation of the wastewater treatment facilities, collection and disposal systems, water production and distribution systems, electric distribution systems, streets, and all public works buildings
Directs, coordinates, and exercises functional authority for planning, organizing, control, integration and completion of engineering projects within area of assigned responsibility
Acts as the primary customer contact for operations and maintenance activities including meeting with the Public Works Directorate customers to review technical performance, schedules, and cost related information
Responsible for coordinating subordinate employee recruitment, selection and training, performance assessment, work assignments, salary, and recognition/disciplinary actions
Plans and formulates engineering program and organizes project staff according to requirements
Assigns project personnel to specific phases or aspects of the project
Coordinates activities concerned with technical developments, scheduling, and resolving engineering design and test problems
Develop long-term plans and programs and to make major policy decisions on complex technical and administrative problems
Bachelor's degree in Engineering or a technical field with a minimum of ten years of experience as a manager in a multi-discipline environment comparable to the scope, size, and complexity of PMRF (direct PMRF experience is highly desired); a Master?s degree in the same disciplines may be substituted for two years of required experience
Registered Professional Engineer (PE) licensed by a U.S. State or territory in Mechanical, Electrical, Civil, Industrial or Structural Engineering preferred
Broad base of experience in facility operations and maintenance is desirable - project management, service delivery, supply chain management
Experience in a military environment is desired, but not required
Knowledge of management, research, budgeting, public administration, statutory requirements of municipal infrastructure facilities and systems as they apply to OSHA, EPA guidelines, etc.
Must have strong communication, briefing, and writing skills
Outstanding team working skills are required
Active Secret government clearance required
