Overview:
Under general guidance assists in managing the Maintenance Resources Management section consisting of Fleet Management and analysis, Maintenance payroll and attendance, fuel data systems, Maintenance workforce and requisition control, and Enterprise Asset Management (EAM) administration. Responsible for maintenance planning and forecasting, budget administration, contracts administration, and preventive maintenance scheduling.
This is an exempt position in Salary Grade S: Min $95,867.20 - Mid $115,273.60 - Max $134,659.20 annually. The starting salary will be within this range based on qualifications.

Responsibilities
This list is intended to indicate the general nature and level of work performed by employees within this classification and is not designed to be interpreted as an exhaustive listing of all tasks required of employees assigned to this job.
* Manages and administers the day-to-day activities of the departments function; provides direction to the staff, resolving employee problems and preparing administrative reports. Oversees contract administration, invoicing, and the daily duties of the office assistant.
* Administers fleet management program. Coordinates fleet assignments and vehicle movement. Directs the use of the contingency fleet and tracks usage. Monitors fleet defects and tracks vehicle life and major component exchanges. Monitors current and future technologies to meet Federal and State requirements. Plans and implements to Authority's policies on fleet dispositions.
* Prepares technical specifications for non-revenue vehicle procurement and material/service contracts.
* Directs the Maintenance Department payroll and attendance functions.
* Oversees and ensures appropriate procurement practices and policies are adhered to by staff. Ensures that effective communication and dialogue is maintained between agency departments and procurement staff. Plans and conducts procurement quality assurance reviews and implements changes as appropriate. Reviews contracts for conformance and compliance with CAMM.
* Directs the maintenance planning and forecasting functions of the Maintenance Resources Management section. Planning and forecasting maintenance needs in labor and materials.
* Coordinates computer application training sessions and conducts periodic training classes on EAM system. Responds to user problems and questions concerning computer systems. Coordinates Maintenance Department computer hardware and software needs with IS department. Reviews requests for upgrades and communicates with end users on status of requests or proposals.
* File multiple Federal and State regulatory compliance reports on behalf of the Authority on a yearly basis.
Qualifications
Any combination of education and experience equivalent to a bachelor's degree and a minimum of five years of experience in a transportation/vehicle maintenance environment or equivalent. Three years of which are in management.
Knowledge of:
* Principles of management and administration practices.
* Principles of Project Management, analysis, and evaluation.
* Microsoft Office applications.
* Problem solving techniques.
Ability to:
* Conduct verbal and multi-media presentations to staff.
* Define problems, collect data, establish facts, and arrive at valid conclusions.
* Read, analyze, and interpret technical data and reports.
* Conduct training sessions for users on computer applications.
* Participate in on-site audits of Maintenance facilities.
* Prepare performance reports for management review.

* Valid California Class C Driver License.
