This is a new opportunity to join our People Team at CBRE. The People Director for Labor Relations is an integral role for our clients to help us provide exceptional Facilities Management services. This role will support both our Property Management Business and our Global Workplace Solutions (GWS) platform.
We are looking for someone who can serve as the subject matter expert for labor relations for the Company's US business units. Plan and direct the labor relations activities including strategy, collective bargaining negotiations, contract interpretation, grievance and arbitration procedures, NLRB actions, and national and local union relationships. Perform work that requires in-depth knowledge, analysis, judgment and resolution of complex situations and circumstances. Interface with GWS account leaders, PM managing directors, People business partners and labor organization representatives and work with minimal direct supervision.
**Responsibilities include the following:**
Provide advice and counsel to account management teams and People business partners regarding local and national labor relations.
Oversee and lead negotiation of collective bargaining agreements, interpret contract language, support management in administration of grievance and arbitration procedures, and provide guidance to management during contract negotiations.
Conduct analysis of the economic and operational impact of bargaining proposals and advise management on bargaining goals. Formulate, recommend and execute negotiation strategy. Write contract language.
Communicate with payroll and HRIS departments and create collective bargaining agreement summaries to enable administration of payroll and benefit fund requirements.
Review and approve union trust fund participation agreements.
Support administration of contract settlements, release agreements, memorandum agreements, and side letter agreements between the Company and the unions. This includes negotiation, conferring with stakeholders, determining cost, and partnering with legal department on language specific to each case.
Manage relations with local and national labor unions.
Use subject matter expertise to respond to inquiries from senior People leaders and management on labor strategy related to potential new business opportunities and union-represented employee transitions.
Support business development teams by performing due diligence analysis on collective bargaining agreements for potential new business opportunities.
Provide internal reports and information concerning the Company's labor relations activity. Use data analysis to support business decisions.
Provide business partner and management training on managing in a unionized environment. Support People and management teams in non-union locations in maintaining a union-free environment.
Manage Company response to union organizing campaigns, representation petitions, and other matters before the NLRB.
Maintain relationships with outside labor counsel and manage ad hoc engagements.
Other duties may be assigned.

**Education and Experience**
Bachelor's degree (BA/BS) from 4-year college or university and a minimum of 10 years of related experience. Masters degree (MA/MS) preferred.
**Certificates and Licenses**
Senior Professional in Human Resources (SPHR) designation preferred.
**Communication Skills**
Ability to comprehend, analyze and interpret business documents. Ability to respond effectively to the most sensitive issues and to maintain confidentiality. Ability to make effective and persuasive presentations on complex topics to employees. Ability to motivate and negotiate effectively with key employees and client groups to take desired action.
**Financial Knowledge**
Requires knowledge of basic financial and accounting terms and principles. Ability to manage the departmental budget. Ability to perform basic mathematical functions and prepare complex spreadsheets using Excel functions.
**Reasoning Ability**
Ability to solve advanced problems and deal with a variety of options in complex situations. Requires strong analytical and quantitative skills.
**Other Skills and Abilities**
Intermediate Microsoft Word, PowerPoint and Excel skills required. Knowledge of PeopleSoft.
**Scope of Responsibility**
Decisions made with in-depth understanding and interpretation of procedures, company policies and business practices to achieve complex results.
