Duties

As a Contract Specialist you will:

* Plan, negotiate, lead, award, and administer simple and complex procurements inclusive of all types under the Federal Acquisition Regulation (FAR).
* Serve as a business consultant to program officials for procurement planning; assist with development of procurement objectives; coordinate actions within required regulations, policies, directives, and goals; conducts market research, prepare and maintain acquisition plans, appropriate milestone charts, and related schedules; comply with socio-economic programs, determine contract type and acquisition methodology to be employed.
* Plan negotiation strategies, coordinate procurement actions with necessary personnel and executes necessary procurement awards to support the mission and operational needs of the Agency.
* Perform all aspects of contract administration. Responsibilities may include incremental funding, preparation of rate and cost adjustments, redirection of effort, coordination of time extensions, incorporation of change orders, issuance of stop work orders, issuance of cure notices or show cause letters, processing claims, settling disputes, termination for convenience or cause, monitoring of Government property reporting, direction of Contracting

Qualifications

Basic Requirements:

* A 4-year course of study leading to a bachelor's degree with a major in any field;

or

* At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

Note - For positions at GS-7 through GS-12, applicants who are qualifying based on experience must possess at least one year of specialized experience at or equivalent to work at the next lower level, that provided the knowledge, skills, and abilities to perform successfully the work of the position, in addition to meeting the basic requirements in paragraph A or B, above.

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. Employees who occupy GS-1102 positions at grades 5 through 12 will be considered to meet the basic requirements for other GS-1102 positions up to and including those classified at GS-12. This includes positions at other agencies and promotions up through grade 12. However, employees must meet specialized experience requirements when seeking another position.

SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [enter grade] in the Federal service. Specialized experience for this position is defined as:

GS-11 Experience equivalent to the GS-09 in applying procurement practices and procedures to simplified and complex contracts. Utilizing federal regulations and law in the creation of contracts. Developing contracts or schedules for the purchase of large quantities of items to meet the consolidated requirements of one or more regions; monitor a group of contracts.

OR

Three full academic years of progressively higher level graduate education or PH.D (or equivalent doctoral degree)

GS-12

Experience equivalent to the GS-11 in utilizing the Federal Acquisition Regulations (FAR), and other contracting regulations, policies, and procedures to: Plan, negotiate, and perform a full range of highly complex cradle to grave contracting such as commercial services, supplies, IT, construction, A&E, and interagency agreements of various contract types such as fixed price, fixed price economic price adjustment, various cost type contracts, indefinite delivery, requirements contracts, performance-based acquisitions, and multiple award schedules. Solicit and award utilizing commercial and simplified acquisition procedures or negotiated or sealed bidding; and respond to protests, claims, and disputes. Accomplish duties to advise, facilitate, and perform negotiations and administration of a variety of contract types.

Education

For this position, education or a combination of education and experience can be used to qualify at the GS-11 level.

Education cannot be used to qualify at the GS-12 level.
