Job Description


The Child Welfare and Youth Services Consultant will work on a range of projects related to child welfare and youth services practice, organizational processes, and financing. Duties will include supporting projects with: quantitative and qualitative analysis, writing a range of documents (e.g., client reports, PowerPoint presentations, project plans, policies and procedures, and proposals), and communicating with a wide range of audiences, both clients and internal to PCG. The consultant will work in a deadline-oriented, fast-paced environment, and will need to be able to work effectively both in teams and independently. The consultant will be required to pay close attention to detail in his/her daily work while maintaining adherence to internal and external deadlines.

The consultant will be given the opportunity to complete increasingly complex tasks to develop broader project management skills with leadership roles. The ideal candidate excels in analysis and manipulation of large datasets, business writing and critical thinking.


Duties and Responsibilities

  • Completing various tasks and projects primarily related to PCG’s revenue management business line for federal entitlement programs including Medicaid and Title IV-E
  • Conducting financial and data analysis using Exce
  •  Analyzing and interpreting federal and state laws and regulations
  • Understanding child welfare program requirements and associated costs 
  • Evaluates programs and/or business processes and makes recommendations for improvements
  • Assessing best practices and providing technical assistance to clients 
  • Manages small projects and tasks with limited supervision while meeting and exceeding performance expectations
  • Participating in sales motions by leading proposal writing teams, including writing sections, coordinating efforts, and preparing proposal submissions
  • Participating and facilitating both internal and client discussions
  • Researching complex topics using a range of sources
  • Preparing other written reports and materials for managers and clients (e.g., deliverables, policy summaries, status reports and invoices)
  • Travel required depending on project and client needs
  • Ability to work additional hours as needed

  • Strong verbal and written communication skills, particularly the ability to communicate technically complex developments, issues, and analyses in easy-to-understand and actionable ways
  • Ability to use sound judgment in completing tasks and to seek guidance when needed
  • Commitment to exceptional client service
  • Dedication to accomplishing goals and challenges presented by clients and management


Required Experience


  • 5+ years of relevant work experience with government and/or nonprofit finance office, consulting firm, human service/child welfare policy office, or social work
  • Bachelor’s degree required, master’s degree preferred, preferably with majors or concentrations in public administration, business management, social work or another relevant field of study
