Headquartered in New Orleans, Louisiana, International-Matex Tank Terminals (IMTT) is an industry leader in the handling and storage of bulk liquid products through its ownership and operation of 19 terminals throughout North America. The terminals handle petroleum, biofuels, commodity/specialty chemicals, and vegetable/tropical oil products for customers including refiners, commodities traders and chemical manufacturers and distributers.

Responsibilities

Purpose of the job:

  • Owner of Business Plan Development for Capital Program
  • Train Project Engineers and Project Manager on FEL requirements (fit for purpose for capital investiment decision making).
  • Project Funding forms and reports needed for routing approvals on capital spending
  • Coordinate Communication to C-Suite and Board for project updates in development
  • Manage Competitive Selection of Contracting for FEL 0,1,2
  • Approve of Project Premise Document to set scope
  • Approve for Basis of Design Document  to set engineering design class
  • Develop processes to set scope and assure stakeholder sign off (customers, commercial, operations).
  • Own project development data and history
  • Work with commercial, customers, and terminal operation on participation requirements in FEL
  • Approve  Risk Register Content and Use for FEL 0,1,2 going into assurance reviews and stage gate approval
  • Lead Assurance Reviews on project stage Gates for FEL 0,1,2
  • Organize stage gate reviews in organization for FEL 0,1,2 to gain approval for next phase

Essential Functions and Responsibilities:

  • Manage input of new project ideas
  • Working with organization to capture project ideas
  • Oversee the FEL 0,1,2 Gate steps.
  • Determine resources necessary for FEL 0,1,2 for each later project
  • Work with Terminals to set Capital Investments to business plan
  • Develop structure for business planning inputs for capital
  • Manage the budgets associated with project development
  • Prioritize Capital plan development with business stakeholders
  • Work as a project manager as needed
  • Work to get Project Resources assigned and/or hire FEL resources as necessary
Qualifications
  • Engineering Degree, Mechanical, Civil, Electrical or Civil degree required
  • Strong experience in working projects in a terminal, petrochemical, refining or mid-stream organization.
  • Experience in project stage gating to develop estimates, set
  • Good leadership skills in leading organization and teams to deliver results.
  • Deliver results through others.  Coaching and development of performers.
  • Good experience working in a project organization supporting growth and sustaining capital performance.
  • Strong Interpersonal skills.
  • Demonstrated skills in developing and assessing project economics, cashflows, and understand project evaluations
  • Strong Interpersonal skills.
  • Demonstrated practical experience in change management
  • Experience in participating or resolving risk based finding from PHA's, Hazop studies, insurance audits, and other compliance driven activities.
  • Good experience in work process improvement and change management.  Leading in implementing change to deliver results.
  • Experience in supporting a portfolio capital program.  Experience in determine drivers and ranking basis risk, cost benefit, and growth

  1. Clear and concise written and verbal communication skills in the English language.
  2. Ability to understand written and verbal communication in the English language.
  3. Ability to work in an office environment as well as outdoors when necessary
  4. Ability to make decisions in a variable environment.
  5. Ability to communicate effectively with all Management and non-management personnel
  6. Ability to work overtime as needed.
