The Software Engineer works in support of the U.S. Army Communications-Electronics Command Software Engineering Center Enterprise Information Systems Directorate (CECOM SEC-EISD) Legacy Logistics Division, Food Systems Branch. This position develops new requirements, designs and implements software changes, and performs system software maintenance. 


Essential duties and responsibilities include the following.  Other duties may be assigned.

Designs and develops programming systems making specific determinations about system performance. 

Responds to bug reports promptly and professionally. 

Reviews and repairs software code. 

Conducts system analysis and development, with limited support from professional staff, to keep systems current with changing technologies. 

Analyzes, designs, coordinates and supervises the development of software systems to form a basis for the solution of information processing problems. 

Analyzes system specifications and translates system requirements to task specifications for programmers. 

Responsible for analysis of current programs including performance, diagnosis and troubleshooting of problem programs, and designing solutions to problematic programming. 

Responsible for proofing programs and developing changes to assure production of a quality product. 

Analyzes current programs and processes in order to make recommendations which yield a more cost effective product. 

Writes, edits, and debugs new computer programs for assigned projects, including necessary records and desired output. 

Tests new programs to ensure that logic and syntax are correct, and that program results are accurate; assists programmers with assignments.

Documents code consistently throughout the development process by listing a description of the program, special instructions, and any changes made in database tables on procedural, modular and database level.

Responsible for utilizing tools and equipment involved in performance of essential functions of programming including measuring instruments.

May make presentations to peers.

Responsible for communicating with engineers and manufacturer's technical support staff regarding programming needs and performance.

Provides feedback to analysis/training staff about performance considerations, usability issues concerning software specifications and implementation.

Researches and recommends software tools to management.

Provides assistance to testers and supports personnel as needed to determine system problems.

Reviews, to the extent possible, changes in code and the environment that will affect system performance.                                                                                 

Provides recommendations to management concerning issues of programmer productivity and software development management.

Deploys software releases making the software available to the online user community.

Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Plans daily activities within the guidelines of company policy, job description and supervisor’s instruction in such a way as to maximize personal output.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and human resources. Will immediately correct any unsafe conditions to the best of own ability.


Bachelor’s degree in Computer Science, Mathematics, or other Engineering or Technical discipline and five (5) years’ of relevant experience; or equivalent combination of education / experience). Minimum of IAT Level One accreditation with five years’ of experience in: VB.NET, Web Services, SQL Server 2012 (Backend Development), N Tier Development in Windows Environment, XML, and/or PKI Infrastructure.




Operational knowledge of computer operating systems, software and hardware with proven ability to debug complex systems and to conduct reviews, audits and testing

Knowledge and understanding of the importance of testing during all phases of the software development process

Ability to explore new techniques, processes and skills while maintaining a willingness to uphold previously implemented software

Skilled in applying engineering concepts and principles to identify, analyze and solve problems

Skilled proficiency using Microsoft Office (i.e., Outlook, Word, Excel, PowerPoint, etc.)

Strong working knowledge and proficiency in MS Project

Skilled in facilitating teamwork and coordinating efforts for the successful achievement of goals

Detail-oriented with exceptional organization skills and ability to effectively manage multiple projects and priorities

Excellent verbal and written communications skills with ability to ability to create / review / edit / maintain and disseminate reports

Ability to skillfully assimilate, analyze and evaluate information and methods

Excellent customer service skills with ability to maintain positive working and professional relationships



Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.



Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry.  Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.


Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.  Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Exposed to general office noise with computers printers and light traffic.
