SUMMARY

This posting is intended for use in sourcing candidates for a proposal pending award approval.

Arcticom is a subsidiary of Bering Straits Native Corporation is currently seeking a qualified Program Manager for DOS INL Professional, Administrative, and Support Services in Colombia. The Program Manager is responsible for overseeing all day-to-day activities of contractors working for INL and otherwise all program operations.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Advising and assisting customers regarding the technical scope of the Basic Contract
  • Providing all reporting information required under the Basic Contract accurately, thoroughly, and timely.
  • Resolving issues related to Order performance under the Basic Contract.
  • Attending meetings and conferences, as necessary.
  • Oversee and direct the project team comprised of current contractual personnel.
  • Responsible for overall project governance and direction and implementing course corrections as needed.
  • Duties will focus on project monitoring, control, team integration, change integration, and corrective action as needed.
  • Will report to the Contracting Officer’s Representative (COR) with self-sufficiency and minimal guidance.

QUALIFICATIONS - EXPERIENCE, EDUCATION AND CERTIFICATION

Required (Minimum) Qualifications

  • Bachelor’s degree program in project management or organizational management.
    Or a bachelor's degree in another discipline, such as Business Administration, Engineering, marketing, finance, or information technology, and then have applied that academic background with experience in business management or project management.
  • Language Certification Requirement –
    • Spanish level III: Good working knowledge of both spoken and written Spanish.
    • English level III: Good working knowledge of both spoken and written English.
      Required to comply with Embassy’s HRO established parameters and standard.
  • Must have a minimum of Three (3) years of project/program management experience.
  • Four (4) years of leadership or supervisory experience
  • Moderate Risk Public Trust (MRPT) will be conducted by Regional Security Office Bogota before hiring process.

Knowledge, Skills, Abilities, and Other Characteristics

  • Knowledge mastering project management, organizational behavior, project tools and techniques, and strategic project management
  • Knowledge with all INL applicable laws, regulations, policies, standards and guidelines as those laws, policies, standards, and guidelines may be amended from time to time.
  • Must have extensive experience in planning and conducting Administrative projects.
  • Ability to keep current on new, and revised laws, regulations, policies, standards, and guidelines affecting program.
  • Must be able to use Microsoft Office programs and Microsoft Project.
  • Program management requires advanced interpersonal skills in dealing with clients, supervisors, staff, and peers, and it’s important to be able to relate well to others, to assign responsibilities, to offer constructive feedback, and to support and encourage others.
  • Must be organized with attention to detail with ability to develop a clear and detailed plan.
  • Must perform as a leader with excellent problem-solving skills to quickly solve issues and provide lessons learned to prevent recurrence.
  • Ability to motivate the team and maintain the team in working effectively
  • The ability to transition quickly between tasks and address the many levels of the project.

Preferred

  • Formal training in officer/manager training program
  • Requires a bachelor’s degree and experience, but an advanced degree is preferred.
  • Basic knowledge of the DOS INL programs, laws, regulations, policies, standards, and guidelines on existing and possible new amendments

WORK ENVIRONMENT

Work Environment characteristics described here are representative of those that must be borne by an employee to successfully perform the essential functions of this job.

Job is performed in an office setting with exposure to computer screens and requires extensive use of a computer, keyboard, mouse, and multi-line telephone system. The work described herein is primarily an office setting in Bogota, Colombia. The position requires the PM to live in Bogota, Colombia.

SUPERVISORY RESPONSIBILITIES

  • Hires and supervises direct reports.

ADDITIONAL QUALIFYING FACTORS

As a condition of employment, may be required to pass a pre-employment drug screening, as well as have acceptable reference and background check results to obtain access to military base. Must have reliable transportation to/from work a necessity and must be able to obtain access to military installations.
