Civil Engineer - Water Resources SUMMARY  On behalf of our client Kelly Engineering Resources is searching for a Civil Engineer with utility experience in Water/Waste Water/Water Treatment Project Engineering.  You will be part of a utility team, where you will lead drafters, technicians, surveyors, other internal & external engineers, and contractors on large water infrastructure projects. You will be the subject matter expert on all things related to Water Resources. You will be the final decision maker and "go to" problem solver. You will support and be supported by coworkers, manager, and senior leadership.  ESSENTIAL DUTIES

  • Specification development- design, equipment/material selections, vendor selections.
    • Review & approve drawings, rough sketches, plans, field measurements, and surveys.
    • Provide guidance to these teams on needed revisions, modifications or changes.
  • Evaluate, select and apply engineering techniques, procedures, criteria, using sound judgement and expertise in making/recommending adaptations/modifications/troubleshooting problems.
  • Perform engineering studies -compiling, analyzing, and interpreting data.
    • Recommend modifications in the present water systems.
    • Perform field work - measurements, problem solving.
  • Determine placement of utilities and assure maps are accurate.
  • Project planning, development and management.
    • Proposal development
    • Budget development
    • Timeline/schedule development
    • Develop RFPs - work with leadership and finance teams in RFPs, vendor selection, contract negotiations and award.
    • Work with vendors and internal teams in developing construction project timelines.
    • Construction project management
  • Lead project teams consisting of drafters, technicians, surveyors, internal & external engineers, field inspectors, construction crews, etc.
  • Provide budgetary, project updates, revisions to all project stakeholders (internally & externally)
    • Ensure timelines, specifications and budgets are met.
  • Work on up to 15-20 different projects of various sizes ($20K up to $6 MIL in value) and in various phases.
  • Approve changes & revisions to design, equipment, budget, timeline, or schedule.
  • Answer questions and assist other teams related to water resource engineering.
  • In person meetings with internal teams, utility customers, vendors, and leadership teams.

Qualifications of the Successful Civil Engineer - Water Resources

  • Bachelor's Degree in Civil or Water Resource Engineering is required.
  • Professional Engineer License or transferrable out of state license for North Carolina is highly preferred.
    • Will consider EIT with at least 2-3 years progressively responsible water project engineering experience and ability to obtain PE license within the next 6 months.
  • A record of water infrastructure project engineering experience.
  • Thorough knowledge of:
    • constructions safety rules, regulations and procedures is required.
    • concepts, theories principles and practices of civil engineering is required.
    • supervisory concepts and practices is required.
  • Proficient with MS Office, email and knowledge of any CAD systems (drafters are using AutoCAD Civil 3D & Microstation)
  • Required abilities and attributes:
    • perform system analysis and accurate mathematical computations.
    • use good judgements in making adaptations or modifications.
    • able to apply engineering techniques, procedures and criteria.
    • evaluate and solve technical engineering problems.
    • design, prepare, interpret complex engineering maps, sketches, drawings or blueprints.
    • research, plan, coordinate, schedule, project, and prioritize work.
    • prepare and maintain reports and records.
    • lead and direct project teams, stakeholders and construction teams.
    • communicate verbally and written in a professional, clear and effective manner. 
    • interpersonal skills to effectively work with and develop relationships with customers, all levels of employees, vendors, contractors, and leadership.
  • Valid Driver’s License is required
