Summary

This position is part of the Office of Environmental Management - Consolidated Business Center, Department of Energy. As a Management and Program Analyst, you will support all Environmental Management Acquisition activities and Environmental Management project planning and execution requirements located within the EM Consolidated Business Center - CBC Office of Cost Estimating (OCE), which provides complex-wide expertise on behalf of Environmental Management Headquarters.

Duties

As a Management and Program Analyst, you will:
  • Serve as an analyst and/or advisor to management on analyzing and evaluating the effectiveness of a government program and its operations within a DOE Program Office, or a key segment of a broad, more complex program or organizational component within a Program Office.
  • Evaluate and advise on the organization, methods, and procedures for providing administrative support systems such as records, communications, directives, forms, files, and documentation.
  • Foresee the pros and cons of alternative solutions and explain to other program and management analysts.
  • Interpret, review and analyze broad policies, regulations, procedures, and system(s) requirements promulgated by higher authority to determine their impact on local operations and is responsible for their effective application and for developing adaptation and implementing guidance.
  • Provide advice and guidance for improvements and anticipate areas of concern.
  • Analyze management information requirements to develop or operate program or administrative reporting systems.
  • Maintain and integrate assigned programming data/information.
  • Interpret, review and analyze policies, regulations, procedures, and system(s) requirements issued by higher authority to determine their impact on local operations.
  • Consolidate data as necessary and review to ensure accomplishment of objectives, timeliness, and acceptability.

Qualifications

GS-12: SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as: experience analyzing and evaluating the effectiveness of a government program and its operations; analyzing alternatives to identify potential resolutions to problems; advising on the organizations procedures for providing administrative support systems, for example, records, communications, directives, forms, files, and documentation; developing recommendations to modify program administrative policies and processes; developing plans and detailed study, and/or compilation and analysis of quantitative and qualitative facts and information.

GS-13: SPECIALIZED EXPERIENCE REQUIREMENTS:A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as: experience applying a wide range of qualitative and/or quantitative methods for the assessment and improvement of government program effectiveness; providing technical advice, recommendations and reporting findings on appropriate methods of analysis and evaluations; analyzing and evaluating policies to determine their impact on the organization; conducting research developing administrative reporting systems and tools; and/or reviewing administrative audit and investigative reports to determine appropriate changes or corrective action.

"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Time-in-Grade: Current Federal employees must meet time-in-grade requirements by the closing date of this announcement to receive consideration.

CTAP/ICTAP candidates: To be considered "well qualified" you must (1) meet all of the requirements as described in this section; and 2) be rated "well-qualified", which is defined as having a score of 85 or better.
