Department Information

The Governor's Office of State Planning and Budgeting (OSPB) advises the Governor on complex budget and policy issues. OSPB manages all aspects of the state's budget and seeks to leverage it to the benefit of all Coloradans. OSPB staff works at the cutting edge of the state issues, works closely with agency leadership throughout the state, and provides deep analysis of the tradeoffs needed to make strong budgetary decisions for the Governor.

OSPB staff are first and foremost dedicated to the development of creative and sound budgetary decisions that allow the Governor and state to achieve the goals within a sound fiscal framework. OSPB staff play critical roles in evaluating budget and policy to provide the fiscal analytical analysis needed for senior staff to understand the tradeoffs of various decisions.

Description of Job

Starting Salary Range: $95,000.10 - $115,000.08

The OSPB Chief of Budget Review reports to the Deputy Director for Budget and is responsible for government-wide budget coordination and ensuring the technical accuracy of the Governor's Budget request. This role is the lead in the office for technical expertise in, guidance on, and training in budget concepts and execution. The Chief's work is intended to design structures for appropriate adherence to budget processes, ensure the accuracy and clarity of budget documents, while ensuring that analysts have the resources they need to be successful in the execution of their analysis and recommendations.

General Responsibilities

* Conduct research into assigned issue areas, and prepare briefings as necessary.

* Recommend new programs or policy changes to improve performance and / or service delivery.

* Recommend strategies to implement the Governor's budget priorities, including partnering with the legislative branch.

* Track ongoing legislation during the legislative session, and identify potential issues or concerns and recommend solutions.

* Monitor and provide written summaries of legislative meetings/hearings.

* Manage communications between departments and JBC staff

* Ensure that objectives and measures comport with Governor's policy objectives

* Participate in special projects to improve the management of State operations

Programmatic Duties and Responsibilities

* Provides strategic and technical support for budget decision-making and negotiations, and serves as office-wide expert on technical budget concepts and execution.

* Leads the development of annual budget instructions to Departments, and ensures that instructions are easy to use, are being used appropriately, and align with other office initiatives related to the annual budget cycle.

* Leads the continued development of an internal budget procedures manual, which is intended to serve as a training and reference guide for analysts and agencies.

* Assists in developing training plans for all analysts, which includes encouraging and developing opportunities for professional development.

* Oversees quality assurance for all phases of the annual cycle, including development, decision documents, and publication of the formal submission.

* Assists in the preparation for all external facing presentations and documents, and ensures proper branding and a minimum quality level of work.

* Oversees analysts' adherence to the various processes related to the annual budget cycle, including development, review, and publication. This includes identifying resources and building systems for agencies, analysts, and OSPB leadership to measure the accuracy of budget documents.

* Assists in aggregating data on the Long Bill and other spending legislation to facilitate statewide fiscal analysis, including through the use of Salesforce and the office's Performance Budgeting system, as well as other internal tools.

* Assists with the reporting and auditing of emergency federal funds.

* Analyzes trends in and the consequences of statewide, technical budget policy.

* Analyzes agency data through automated reports, database queries, and budget database entries.

* Produces statewide summary tables and narrative for Governor briefings, budget submission, and the forthcoming Long-Range Financial Plan.

Other Duties and Responsibilities

* Updates budget data used in revenue forecasts, as necessary.

* Coordinates cross-cutting issues such as receipts, debt, credit programs, and grants to local governments, among others.

* Recommend strategies to implement the Governor's budget priorities, including partnering with the legislative branch.

* Track ongoing legislation during the legislative session, and identify potential issues or concerns and recommend solutions.

* Monitor and provide written summaries of legislative meetings/hearings.

* Manage communications between departments and JBC staff

* Ensure that objectives and measures comport with Governor's policy objectives

* Participate in special projects to improve the management of State operations

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

* A bachelor's degree in a related field (business administration, public administration, public policy, accounting, or a related field ) and 5-10 years of related work experience with a state or local government budget.

* Candidates must have a strong attention to detail, and demonstrated experience analyzing and manipulating large datasets, both in spreadsheets and databases.

* Candidates must have strong communication skills and be comfortable presenting to leadership.

* Candidates must be self-motivated, independent, and excel in a fast-paced environment.

Conditions of Employment

Applicants must pass a thorough background check prior to employment.
