Responsibilities/Qualification

Position Summary

Alion Science and Technology Corporation is seeking a Testbed Construction Engineer to provide Systems Engineering and Integration (SE&I) support to a major DoD Agency located in Albuquerque, NM at Kirtland AFB for operational test events. Some travel (<20%) to the White Sands Missile Range, NM and the Nevada National Security Site, NV may be required.

Responsibilities:

  • Monitor test bed / test article / test tunnel / test support facilities construction activities and submit reports to customer on matters related to schedule updates, percent of work in progress, potential issues and resolutions, and performance of the contract.
  • Gather all pertinent information on behalf of the Government while monitoring a construction project, consolidating design requirements from all test team members.
  • Submit daily/weekly/monthly reports and make recommendations to address any issues concerning schedule and engineering.
  • Prepare and provide design and construction planning estimates for the PM and Program Integrator.
  • Determine whether a design will be contracted or prepared in-house.
  • Oversee the structure design prepared by a contracted architect engineer or by an in-house designer.
  • Provide plans and specifications to the customer for review and coordination.
  • Draft independent government estimates.
  • Provide plans and specifications to the contracting officer for RFP Task Orders for the construction contractor; review the contractor’s cost proposal, prepare the technical evaluation of the cost proposal, and participate in negotiations.
  • Assemble funding packages for submittal to the Program Integrator.
  • Prepare a construction schedule listing major activities with durations, and coordinate with the test team for activities that must be integrated with construction.
  • Oversee construction to assure quality and compliance with applicable safety and environmental regulations, and ensure construction support projects are delivered on time and within budget.

Education and Experience:

  • Bachelor’s degree in Electrical or Civil Engineering or related fields of study and a minimum of 3 years’ experience working directly with testbed construction in a test and evaluation (T&E) environment is desired.
  • A High School degree and at least 7 years’ related experience is acceptable as an alternative.
  • Required Training/Certifications (must already have):

National Society of Professional Engineers (NSPE) License

OSHA 30 hour certification or EM-385 40 hour certification 

  • US Citizenship is required: Must have Active/current Secret (S) with ability to obtain TS/SCI.
  • Knowledge of engineering principles, methods, and techniques associated with testbed facilities construction.
  • Knowledge of relevant tools, equipment, hardware, and software.
  • Effective organization level communication, presentation and interpersonal skills.
  • MS Office proficiency and ability to work in an individual and team environment.
  • Experience in constructing testbeds for Chemical, Biological, Radiological, Nuclear, and/or High Explosives test events desired.
