This position performs various accounting-related activities. Responsibilities include but are not limited to accounting for and initiating reimbursements for Federal grants with various federal entities, responding to internal and external audit requests (including the Federal Single Audit), processing journal entries and timely adjustments in PeopleSoft and other applications. Work requires excellent communication skills, ability to collaborate with different areas of FIN, other TxDOT districts & divisions and auditors. Employee must have a high level of attention to detail, handle multiple tasks, and strong research & problem-solving skills. Experience with PeopleSoft, Microsoft applications, Tableau and web applications is preferred.
- Accurately process billings of federal reimbursements, in a timely manner, from various federal entities including but not limited to Federal Highway Administration (FHWA), Federal Aviation Administration (FAA), Federal Transit Administration (FTA) and National Highway Traffic Safety Administration (NHTSA).
- Assist with internal and external audits of federal programs and financial reports throughout the fiscal year. Ensure accurate and timely completion of audit activities, including coordination of meetings, data/documentation inquiries and addressing questions regarding data, processes and/or procedures. Assist with developing internal controls to mitigate risk of non-compliance.
- Process summary journal vouchers for funding & expenditures adjustments, analyze/reconcile federal receivables quarterly, assist with Cash Management Improvement Act activities to determine interest calculations, assist with year-end data requests and activities to support key stakeholder and preparation of annual financial reports.
- Research and prepare responses to federal billing & audit inquiries, notifications, legislation, and ad-hoc requests in a timely, clear, and concise manner. Coordinates responses with TxDOT district/division offices, MPOs, federal and local entities, as needed.
- Assist in developing Federal Billing & Audit procedures and guidance to ensure district & division offices are in compliance with laws, regulations, policies, procedures, and standards pertaining to federal-aid transportation programs.
- Develop Federal Billings & Audits training material and procedural documents; assist with training for new employees.
- Completes projects timely and accurately and within established deadlines.
- Accurately and within established deadlines, completes other duties as assigned.
Experience: 2 years accounting, bookkeeping, payroll, auditing experience. (Experience can be satisfied by fulltime or prorated part-time equivalent).
Preferred Qualifications:
- Bachelor's degree in Finance, Accounting, Economics, Business Administration, etc. highly preferred.
Knowledge of:
- Grant, fund and cost accounting principles and procedures
- Federal grant compliance and programs
- Applicable computer operating systems and relevant applications
- Auditing and investigative methods, practices, and procedures
- Generally accepted accounting principles, procedures, and terminology
- Bookkeeping practices and procedures
- Applicable laws, rules, and regulations
- Developing, implementing, and monitoring budgets and project accounting
Expert skill in:
- Researching, analyzing, and interpreting policies and state and federal laws and regulations specific to functional area
Proficient skill in:
- Public relations for maintaining effective working relationships with individuals and groups, both internal and external
- Maintaining effective working relationships with others
- Using basic mathematical fundamentals
- Analyzing and organizing business and technical data
- Preparing and maintaining confidential and sensitive records, files and reports
Physical Requirements and Working Conditions:
- Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
- Standing-prolonged periods of time
- Repetitive Motion-substantial movements of the wrists, hands, and/or fingers
