Overall responsibility and accountability for defining and managing clinical application business requirements for clinical policy technology programs. Analyzes and manages the business solutioning efforts to translate clinical guidelines, policies and pathways into clinical rules and informatics requirements. Ensure the financial operational viability of the policy translation for both provider and consumer impacts. Adhere to relevant enterprise and departmental project methodologies in organization, management and documentation of work efforts. Serve as mentor and role model for junior team members.

Primary Responsibilities:

  • Provide consultative informatics services to clinical and operational staff
  • Facilitate business solutioning sessions for major capital projects associated with Clinical Policy informatics

    • Analyze and derive the internal and external user (including providers and consumers) experiences including workflow interfaces, process change management and technology requirement documentation in support of clinical policy informatic plans as determined by the Director of Clinical Business Solutions and program leadership
    • Serve as a business subject matter expert on Clinical Policy informatic processes
    • Conduct or manage current state analysis to gather current business processes, business rules, policies and contractual and regulatory constraints (i.e., "as-is" state)
    • Drive the process of gathering of detailed clinical policy business, functional and non-functional requirements
    • Provide and participate in scenarios for user acceptance testing for workflow interfaces
    • Identify and document change impacts for clinical workflow interfaces and clinical business solutions across segments and functions

  • Drive/participate in the capital request process, as appropriate (e.g., presentations, cost-benefit analysis, business case)
  • Develop and maintain strong working relationships with both internal and external customers

Required Qualifications:

  • Bachelor’s Degree
  • 8+ years prior clinical technology development and project management experience within a matrix organization
  • Experience in successfully working on large-scale technology projects -- including multiple integrated business areas or systems
  • Experience in clinical policy creation and/or management
  • Informatics and/or clinical relational database experience
  • Experience with clinical workflows
  • Experience in successfully managing operations engagement and support for large-scale technology projects -- including integrated multiple business areas or systems

  • Strong negotiation skills

  • Strong coaching and management skills

Preferred Qualifications:

  • Clinical background/training (RN, NP, Pharm.D, etc.)
  • Strong process and workflow engineering skills
  • Strong healthcare knowledge, understanding important trends
  • Knowledge of both payer and provider clinical operations
  • Prior telecommuting experience
