Job Purpose: The
Grants Accounting Manager supports the Agency by managing the accounting and financial reporting for grants (federal/state/city/private), state contracts, and other restricted funds. This professional prepares, analyzes, and reconciles accounting records and financial reports (with the Grant Accounting Team along with the Agency's Corporate Accounting Team) to assess accuracy, completeness, and conformance with sponsor requirements and procedural standards of the Agency.
This position is also responsible for reviewing and making recommendations related to grant and contract proposals including developing budgets and ensuring compliance and coordination with Federal, State and other agencies for billing and timely reporting. This position is responsible for all aspects of accounting and financial service functions for agency programs funded by grants or special revenue: preparing financial projections and budgets, review/monitoring of individual grants and transactions for compliance with private, local, state and federal fund requirements, billing and collections, allocation entries, and financial grant reporting including preparation of reports for granting authorities.
QUALIFICATIONS:
- Bachelor's Degree in Accounting, Finance or Business Administration is required. Continuing education through seminars and/or courses in grant administration and accounting a plus.
- Minimum of 3+ years of progressively responsible, hands-on work experience in a similar role is required. This should include processing complex financial transactions, ensuring compliance with legal and/or contractual requirements, recordkeeping and reporting.
- Manager or senior supervisory capacity experience
- Working knowledge of federal and state regulations related to area of responsibility.
- Knowledge of GAAP.
- Not-for-profit experience a plus.
- Advanced proficiency with Microsoft Office (especially EXCEL and ACCESS).
- Experience with and knowledge of Abila MIP accounting software a plus.
- Strong leadership and administration skills; able to lead a team with hands-on acumen.
- Professional oral and written communication skills; demonstrated the capacity to develop and maintain effective working and collaborative relationships with a 'service excellence' approach.
- Qualifying criminal background.

ESSENTIAL FUNCTIONS:
- Evaluating, developing, and improving department controls, systems, and procedures increase accuracy and efficiency.
- Plans, organizes, and coordinates the centralized accounting and financial reporting for assigned grant portfolio, including preparing project budgets, reporting, etc.
- Prepares applicable fiscal reports for sponsored programs and ensures the timely submission thereof.
- Coordinates with key agency personnel to support the proper and timely expenditure of grant funds in compliance with applicable guidelines and deadlines.
- Develops positive working relationships to foster a collaborative environment for grant coordination and oversight, including meeting with appropriate agency stakeholders when a grant is awarded to review responsibilities for grant management and reporting.
- Assists with the preparation of the agency's indirect cost rate. Support provision of information on the rate with applicable federal and state agencies as required.
- Reviews/approves journal entries for program managers, assigns account codes and monitors charges for reasonableness and compliance with agency policies and procedures.
- Assist with annual fiscal planning process.
- Assist with annual audit engagement.
- Assist in aggregating data for tax and compliance filings.
- Assists the CFO with ad-hoc projects on an as needed basis.
