TeleSolv Consulting is searching for a Procurement Specialist III to support one of our federal contracts in Asheville, North Carolina. This position will support the Information Technology Services Division. The job duties will entail (40%) Budget Analyst II duties and (60%) Procurement Specialist responsibilities. Duties include but are not limited to:  

Primary Duties and Responsibilities
 

  • Interact with various stakeholders to identify business needs, build relationships and sell the features and benefits of early procurement involvement.
  • Manage preparation, implementation and execution of procurement processes.
  • Implement procurement processes to ensure efficiency and best practices.
  • Work with finance team throughout the procurement cycle to assist with forecasting and budgeting.
  • Re-negotiate contracts with suppliers to produce better savings and further value for spend.
  • Provide outstanding customer service and ensure customer satisfaction.
  • Review supplies, works and services to ensure compliance with company procedures and best procurement practice.
  • Maintain positive working relationships with strategic suppliers to assure cost, quality, and delivery targets are met.
  • Analyze market and delivery trends so as to develop procurement technologies and processes that support those trends.
  • Perform follow-up on procurement, to ensure that the process for procurement already in routing system will flow smoothly.
  • Work with team lead to determine priorities using the ITSD Financial Plan.
  • Maintain FY2019 budget tracker.
  • Implement proactive problem solving and improvements that allow more efficient data entry, within pre-established parameters.
  • Create and review statement of need, market research, brand name justification, and independent government cost estimate documents for past, current, and upcoming procurements.
  • Review request and reward documents, as they relate to procurements.
  • Create large and small procurement packages for ITSD.
  • Compare budget amounts in the Financial Plan to the quoted amounts for procurement.
  • Enter eNRS information in the financial plan
  • Enter packages into the electronic routing system, upload documents following routing to completion.

Preferred skills:

  • Prior government procurement experience
  • Knowledge of Excel & Word
  • Knowledge of Adobe Acrobat
  • Attention to detail 
  • Ability to write well (for procurement documents)
  • Knowledge of Google sheets, forms, calendar, gmail and Google drive is helpful
  • Ability to multi-task and prioritize; self-starter 
  • Familiarity with budgets and financial planning, especially government budgets
  • Familiarity with electronic NCEI Routing System (e-NRS) -- if no prior experience, then the willingness to learn it quickly
