Responsible for the coordination and implementation of healthcare emergency preparedness and response coalitions across the Commonwealth of Pennsylvania (Commonwealth) to facilitate a rapid and coordinated response to emergencies. Coordinate operations, supply management and training exercises across the network of coalitions to ensure an organized response during a disaster. Responsibilities include the integration of safety and other relevant regulations, and 24/7 oversight of incident and event response. Serves as primary point of contact for Public Health Management Corporation, overseeing all external emergency preparedness functions and supporting internal planning and preparedness within PHMC.

RESPONSIBILITIES:


Core Functions

  • Provide administrative and logistical support, supervision and oversight to the team of Regional Emergency Management Managers.
  • Support each regional coalition with conducting an annual hazard vulnerability assessment (HVA)/ risk analysis that combined determine the Commonwealth’s risk for natural (e.g., hurricanes, floods, earthquakes), technological (e.g., nuclear power plant emergencies or hazardous materials spills), human-caused (e.g., active shooter or hostage situations), pandemics and other disasters.
  • Develop and maintain emergency plans and procedures for disasters identified in the HVA/ risk analysis that support a unified approach across the Commonwealth.
  • Collaborate with the Pennsylvania Department of Health in the creation, development, education, training, and implementation of disaster plans that are in alignment with state and other regulatory agencies.
  • Work in coordination with the Pennsylvania Bureau of Emergency Preparedness and Response to activate Commonwealth emergency operations plan and both centralized and regional command centers.
  • Support the Pennsylvania Bureau of Emergency Preparedness and Response in managing
  • Commonwealth alert and notification system and procedures and ensure all regional managers and coalition members are educated on this as well.
  • Manage disaster response or crisis management activities for healthcare settings across the Commonwealth including but not limited to hospital systems, hospitals, nursing care facilities, urgent care facilities and health clinics.
  • Ensure availability of regional managers 24/7 to respond to disaster or potential disaster situations.
  • Support regional managers in planning, coordinating, maintaining, and updating regional plans, including event response.
  • Provide necessary project management and support for all related emergency coalition work.
  • Manage the development and expensing of the emergency preparedness budget and oversight of all coalition budgets.
  • Develop and prepare reports that fulfill Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness (PHEP) requirements.
  • Ensure all programmatic and logistic activities are in accordance with both Hospital Preparedness Program (HPP) and Public Health Emergency Preparedness (PHEP) requirements
  • Serve as a single point of contact with Public Health Management Corporation in the effective delivery of the Commonwealth-wide emergency preparedness system.

Emergency Planning, Operational, and Response Support

  • Provide a coordinated approach for regional managers as they work directly with healthcare facility and system leadership to identify best practices for emergency preparedness planning and support individual and regional planning efforts of the healthcare facilities and systems.
  • Provide a coordinated approach for regional managers as they work directly with healthcare facility and coalition leadership to establish goals and timelines to review or revise (or develop as needed) hazard vulnerability analyses, operational emergency preparedness and response plans, and enhanced response capabilities for facility-specific and regional emergencies.
  • Provide a coordinated approach for regional managers as they work directly with responsible healthcare coalition leadership to guide leadership in the development of plans that are consistent with the National Response Framework, or any successor federal guidance, as well as any state and local plans, including but not limited to the PA Modular Emergency Medical System (PA MEMS) guidance. Be familiar with and advise healthcare facility operations and system leadership on the requirements of the Office of the Assistant Secretary for Preparedness and Response (ASPR) Hospital Preparedness Program (HPP).
  • Provide a coordinated approach for regional managers as they work directly with responsible healthcare coalition leadership to ensure that they, in coordination with the PADOH, develop and document a regional response framework, including capabilities and capacities, staff, and equipment and supplies. Obtain current information regarding PADOH medical surge resources, plans, and guidance and share with healthcare facility and coalition leadership, so that they may consider these plans and resources in support of hospital or community medical surge responses.
  • Provide a coordinated approach for regional managers as they work directly with assigned healthcare coalition leadership to identify and or direct the development of specialized training materials and courses and the implementation of these items.
  • Support a coordinated approach for planning or participation in exercises, at least one in each region (tabletop, functional, full-scale), to demonstrate and analyze the quality of healthcare facilities’ emergency plans. When applicable, incorporate HPP exercise requirements into each exercise.  Evaluate and document strengths and weaknesses of local and regional drills and exercises and provide expert analysis of After Action Reports which will be completed by healthcare facilities and/or the Coalition in Homeland Security Exercise and Evaluation Program (HSEEP) format following participation in drills or exercises
  • Provide oversight to regional managers as they train and support healthcare facilities and coalitions in the use of the PA Knowledge Center - Healthcare Information Management System (KC-HIMS) web-based system for Situational Awareness; Incident and event management; Status reporting; Resource inventory; and Response and recovery coordination for events and exercises.
  • As a system administrator, gain and maintain expert level knowledge and performance in use, operating procedures, and coordinate use of KC HIMS during a variety of type and magnitude of emergencies. As such, participate in the review, revision and development of information sharing protocols and procedures for KC- HIMS providing suggestions for improvement as issues are identified.
  • Oversee development, implementation and tracking of a regional training and exercise plan for each assigned coalition, annually. Provide support for tracking and documentation associated with planned activities.
  • Serve as the primary liaison for communications and coordination between hospital planning teams, PADOH staff, long term care facilities, health clinics and the public health emergency preparedness and emergency response infrastructures.
  • Ensure participation in the PA Statewide Medical Mutual Aid Agreement and facilitate awareness and mutual implementation during incidents, events and exercises.
  • Provide planning analysis, advice, and consultation to the appropriate Commonwealth staff in order to enable staff to support healthcare facilities’ and systems’ Emergency Support Function #8 (ESF #8) Health and Medical functions.
  • Provide emergency response assistance and support to local, regional, or state emergency responders and other stakeholders during actual events and exercises by participating in the deployment and setup the PADOH’s mobile medical resources and staffing of the ESF #8 positions in local, regional, or state emergency operations centers.
  • Participate in Regional Task Force (RTF) and other regional / community emergency planning groups and committee meetings and Health and Medical related projects, meetings and workgroups – at least one per region per quarter.
  • Participate in PADOH ESF #8 Disaster Preparedness Committee meetings to provide assistance and support with recommendations for plan development and improvement, and recommendations for improved local and regional coordination.

Administrative and Financial Support

  • Responsible for approval of each coalition’(s) administrative policies and procedures to align with and follow “good business practices” for administrative and financial management of the coalition’s activities and management as guided by PHMc.
  • Responsible for approval of 5-year business plan for each coalition and for the network.
  • Responsible for approval of annual work plans for each coalition focusing on coalition operational needs and priorities as well as those established to meet the current ASPR guidance.
  • Oversee utilization of scorecard/ type tracking tool for tracking progress toward the work plan guided goals and activities for each coalition as well as across all coalitions.
  • Responsible for compliance with financial management and accountability related policies and procedures for procurement and purchasing of goods and services for each coalition.
  • Assist in providing procurement and purchasing support and services for each coalition.
  • Monitor and support coalition leadership in use of financial tracking and reporting information for assigned coalitions and working with PHMC’s TQM team to audit documentation.
  • Support as requested, activities of elected coalition leadership serving as staff, advisor and liaison to PADOH, other Coalitions, EMA, and PHMC Finance and Administrative support staff.
  • Provide timely information and reports to DoH, PHMC and other funders/stakeholders per established schedules, routines and upon request.
  • Performs other duties as assigned.

Experience:

  • Ten years’ experience in healthcare facility related emergency preparedness and management
  • Ten years’ experience in fire, emergency medical services, clinical/allied health, law enforcement, emergency management agency or other emergency field related experience
  • Clinical experience as pre-hospital or hospital clinician encouraged, not required.
  • Prior experience in program coordination and oversight.
  • Analytical skills necessary in order to evaluate and make recommendations regarding emergency management issues.
  • Ability to design lesson plans, coordinate courses, and assist/ conduct realistic simulated training.
  • Ability to articulate complex concepts both orally and in writing. This may include various public speaking events.
  • Familiarity with healthcare emergency preparedness, including security, safety, HAZMAT, OSHA, NIMS, HICS, HVA, CMS, and hospital accreditation body (e.g., TJC, DNV-GL) related criteria.
  • Familiarity with Hospital Preparedness Program capabilities and understand healthcare coalition activities/ regional response activities.
  • Certified Healthcare Emergency Professional, Certified Emergency manager/or similar recognized credential required.
  • Completion of Incident Command System (ICS) 100, 200, 700, and 800 within 1 year from date of hire.

Education Requirement:

  • Bachelor’s Degree in the field of emergency management or related degree required, Master’s Degree preferred.
