Backflow Prevention and Cross Connection Control Coordinator

This is a professional level position responsible for administering the backflow and cross connection control program in compliance with State and Federal regulations and guidelines, and local City codes. This position engages in a range of activities to ensure regulatory compliance and protection of the City’s potable water distribution system including: customer education and outreach, facility surveys, inspections, compliance and enforcement actions, coordination with contracted resources, database management and oversight, and guidance given to other employees on all related activities.
Principal Duties:This position leads the water utility’s backflow prevention (cross-connection control) program to develop, administer, enforce, document, and report program activities as required for compliance. The employee in this position is responsible for conducting water quality surveys and inspections, providing technical assistance on distribution system water quality issues, and coordinating and collaborating with other city departments, contractors, and regional entities for water quality protection. Incumbent is accountable for all duties of this job and other projects and responsibilities may be added at the City’s discretion. Manage backflow program to meet all Federal and State regulations and requirements. Maintain and coordinate backflow database and inspection and survey records and enforcement activities with the support of administrative staff. Provide guidance to other employees on administrative requirements and activities. Develop and update Standard Operating Procedures for program implementation, enforcement, data management, and reporting. Evaluate and report compliance, including regulatory reporting to the Colorado Department of Public Health and Environment (CDPHE) and internal informational reporting. Identify and implement continuous improvement processes for developing the backflow prevention program in accordance with regulations and requirements. Conduct surveys to identify cross connections and hazard conditions. Determine appropriate backflow prevention at city and customer properties. Implement customer compliance notification and record keeping, including customer contact (e.g., letters), querying and analyzing data, managing, and updating data. Coordinate outreach to property managers, customers, testing companies, HOAs, etc. Plan enforcement strategies and make recommendations for enforcement as required in cases of non-compliance. Review and recommend revisions to City codes as needed to reflect changes in the backflow program or Federal and State regulations. Work with City staff and City Attorney's office as needed to insure legality of code revisions. Remain current on knowledge of Federal and State regulations that pertain to the backflow program. Represent the City on various advisory committees relating to backflow prevention and water quality and pollution prevention. Interact as needed with representatives of EPA, CDPHE, Boulder County, other City departments, and local businesses and industry to administer backflow program requirements. Coordinate office and field inspections with other City divisions, and departments or, if necessary, with outside agencies. Support Water Quality Programs. Perform and support on-site water quality investigations, special studies, and water quality monitoring and evaluations. Coordinate with Water Treatment, Utility Billing, Operations and Maintenance, Building Inspection, Fire, Parks and Facilities staff, City plumbing inspectors, and others on matters relating to system water quality. Assist other program areas such as industrial pretreatment, special regulatory planning efforts, and Treatment Operations, as needed. Identify coordination opportunities with customer contact and staff efficiencies.
Working Environment:Work is generally performed in a standard office environment. Work requires the ability to communicate effectively orally and in writing. Requires frequent reading, detailed work, math, reasoning, verbal and written communication, customer contact, and constant multiple concurrent tasks. Occasional lifting and carrying (5 – 50 lbs.), exposure to noise, dust, fumes, grease, sun, slippery/uneven walking surfaces, working around machinery, and moving vehicles. Work requires occasional travel to conduct indoor inspections of local business and field sampling of water and wastewater sources. The majority of the work of this position requires field and in-person presence during normal business hours. However, a portion of the duties can be conducted remotely. This position would not be required to work in-person during snow or other emergency conditions
Qualifications:
Any combination of experience and education equivalent to the completion of a Bachelor’s Degree in science, chemistry, environmental science, business, or any field of study requiring critical thought and analysis. Three or more years of professional experience in a related field and current Cross-Connection Control Technician Certification or ability to obtain within one year. Functional knowledge of word processing and spreadsheet programs, and database data entry and retrieval for reporting. Program administration experience. Special Qualifications : Possession of a valid Colorado Driver’s License.
