Minimum Qualifications
  • Master’s Degree in Public Administration, City and Regional Planning or related field.
  • Five years of progressively responsible experience managing Community Development or Transportation operations, including lead or supervisory experience.
  • Seven years of experience in the field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

License and Certifications
  • Must possess and maintain a valid Driver’s License.


Manages, implements, and updates County Comprehensive Transportation Plan, oversees comprehensive plan amendments and updates; manages public outreach and participation; ensures compliance with local, state, and federal codes, rules, and regulations; coordinates urban planning, demographic, and related data collection and analysis, and reviews and provides professional assessment on various transportation planning practices.

Coordinates County transportation planning with regional partners including, but not limited to the Atlanta Regional Commission (ARC), Town Center Community Improvement District (TCCID), Cumberland Community Improvement District (CCID), Federal Highway Administration (FHWA), Federal Transit Administration (FTA), Federal Aviation Administration (FAA), Georgia Department of Transportation (GDOT), State Road and Tollway Authority (SRTA), Georgia Regional Transportation Authority (GRTA), and Atlanta-Region Transit Link Authority (ATL).

Plans for future transportation demands, opportunities, and challenges including mobility as a service (maas), connected vehicles, autonomous vehicles, travel demand changes, and development patterns.

Evaluates and plans for the safety and efficacy of the County’s multi-modal transportation systems including the roadway network, greenways/ trails, freight, and transit system.

Researches, evaluates, and coordinates the application for grant funding opportunities as available and in accordance with strategic planning goals.

Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.

Organizes, prioritizes, and assigns work: prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to the Director, County administrators and elected officials.

Develops, recommends, updates, and implements policies and procedures for the division: reviews efficiency and effectiveness of operations, methods, processes, and procedures; designs and implements new and revised policies and/or processes; and ensures division activities comply with established policies and standards.

Develops and administers budget for the division: forecasts funding needs for staffing, equipment, materials, and supplies; monitors expenditures to ensure compliance with approved budget; and prepares and submits financial records and documentation.
