Description

 

 

Truckee Meadows Water Authority (TMWA) is a not-for-profit, community-owned water utility, overseen by elected officials and citizen appointees from Reno, Sparks and Washoe County. TMWA has a highly skilled workforce who ensure the around-the-clock treatment, delivery and availability of high-quality drinking water for more than 385,000 residents of the Truckee Meadows.

We are looking to hire a Management Information Systems (MIS) Analyst to join our Business Information Systems team.

 


Responsibilities

 

 The MIS Analyst works with business partners throughout the organization to align technology solutions with business strategies. Goals of the MIS Analyst include planning, analysis and defining of business/application requirements while acting as the Subject Matter Expert (SME) for assigned area. Incumbents are responsible for developing clear business requirements and functional designs, facilitating work sessions and interacting with a wide variety of staff members from varied backgrounds and disciplines.

Associate MIS Analyst supports current operations, existing systems and reports. Incumbents are expected to work on project-related tasks and respond to internal customer issues. Associate MIS Analysts serve as the super user for assigned systems, answers all system questions internally and externally and implements new and supports existing systems.

The Staff MIS Analyst differs from Associate in that incumbents at the Staff level perform more complex MIS work. Incumbents are recognized as having the experience, certifications and responsibility for making final technical decisions and have influence on the overall outcome of a project or task. This position may also be designated as Project Manager on BIS projects. Staff MIS Analysts perform under general supervision and guidance.

The Senior MIS Analyst differs from Staff MIS Analyst in that incumbents at the Senior level perform significantly more complex MIS management work. Incumbents are recognized in the work group as having the highest authority in a group. Senior level MIS Analysts manage projects including the implementation of entire programs and procedures and perform under minimal supervision and guidance.

Progression from one position title, level or designation is not automatic nor guaranteed and is based on business need.

Job Requirements

MINIMUM REQUIREMENTS

Experience*

  • Three (3) to ten (10) years experience (depending on level of MIS work performed) using Oracle SQL, PL/SQL, MSSQL T-SQL, Visual Basic, Oracle Forms/Reports and basic administration of databases is required. Significant experience with SQL queries adn developing Crystal Reports is required. Experience creating and modifying stored objects (functions, procedures, packages, triggers and views) is required. Previous experience supporting Business Intelligence Systems, ERP or CRM systems.. 

Education/Training*

  • A bachelor's degree in MIS, computer science or related field is required.  Project Management experience and PMP certification is preferred.
  • Must have working-level knowledge of the English language, including reading, writing and speaking English

Certifications/Licensure

  • A valid driver’s license and the ability to meet TMWA Department of Motor Vehicle report criteria

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Proficient working knowledge of computer operating systems and computer peripheral interfaces
  • Knowledge of programming languages, like Oracle, Visual Basic, C, HTML, XML, etc.
  • Operating principals and fundamental concepts of data communications
  • Programing procedures and methods, operator instructions, and program flow charts
  • System analysis and workflow management
  • Complex database systems Co
  • Financial impact of project decisions
  • System testing and deployment strategies
  • GUI design, programming skills and object-oriented development approach
  • Demonstrated knowledge of best practice techniques, methodologies and tools
  • Effectively manage projects
  • Lead software implementation projects
  • Collect and analyze business requirements, to identify problems and provide solutions
  • Set work priorities and assign project work to other team members
  • Identification, analysis and document support issues the affect the performance or production quality of the databases that may be presented to development for product planning/issue resolution
  • Use of T-SQL, Oracle SQL, and Windows/Unix scripting language for optimization of queries
  • Develop, test, deploy and maintain automated tools for the managing of servers
  • Experience with the tools and techniques required for the optimization of queries and reports
  • Strong oral and written communication and presentation skills
  • Independently organize workload to meet deadlines
  • Explain technical information to a wide variety of individuals in a clear and accurate manner
  • Experience with administration and maintenance of databases
  • Ability to multitask and reprioritize work in a dynamic production environment
  • Strong teamwork, coordination and cross-department collaboration skills
  • Provide individual and group-based training seminar/workshops
  • Work independently with minimal supervision
  • Work with diverse group of professions in close cooperation
  • Be punctual regarding work hours established by TMWA
  • Be mentally and physically alert during working hours
