Job Description

Senior Payment Advocate

Physical therapy (PT) is the solution to many of our nation’s largest healthcare cost drivers—it effectively reduces the potential for reliance on opioids and other painkillers, and, because it’s a conservative treatment, PT is a cost-effective alternative to imaging, surgery, and drug usage.

In this role, you will spend the vast majority of your time advocating for an advantageous payment environment for physical therapists in private practice, and the rest of your time educating our members on payment trends and emerging reimbursement arrangements. You will champion evidence-based research studies that prove the efficacy of lower-cost interventions. You will work to improve direct access to PT care for patients, improving quality of life, allowing people to return to work faster, and helping keep patients out of institutional settings – all leading to lower overall medical costs and better outcomes for patients. Private Practice Section (PPS) and American Physical Therapy Association (APTA) research has been well-received by commercial payers and utilization review organizations.    

In this newly created role, you will increase the impact our of our research work to make new connections, speaking at conferences and working with our volunteer committee members to advocate for evidence-based solutions. You will provide perspective on payment and compliance issues at a national level. You will advocate on behalf of private practice physical therapists for a favorable payment environment, taking the message to government and commercial insurers. You will be responsible for continually assessing the complex payment environment (both nationally and at the state-level) for new opportunities and risks. You will articulate the physical therapist value proposition for alternative payment models and interpret membership needs to create tools and resources to help members navigate the payment environment. Working with volunteer committees or subject matter experts, you will develop resources and educational programming.

Organization Overview

The American Physical Therapy Association is an individual membership professional organization representing more than 100,000 physical therapists (PTs), physical therapist assistants (PTAs), and students of physical therapy. APTA’s vision is to transform society by optimizing movement to improve the human experience. It does this by advancing physical therapist practice, education, and research, and by increasing the awareness and understanding of physical therapy’s role in the nation’s health care system.

The Private Practice Section (PPS) is a specialty section of APTA dedicated to championing the success of physical therapists in the private practice setting. The 4,200 members of the section have an entrepreneurial spirit and many own and operate their own clinics. Their businesses are both large and small, some with single locations and others with many locations across multiple states and regions.

Responsibilities of the Senior Payment Advocate

  • Monitor, analyze, and communicate with members about payment and market trends that affect the physical therapy profession.
  • Develop and maintain relationships—both internally with appropriate association staff and members and externally with insurers, payers, policymakers, and other professional organizations—to target and engage in opportunities to maximize payment, improve access, and demonstrate the value of, and reduce the administrative burden for, physical therapy services.
  • Collaborate with members and identify subject matter experts to develop, coordinate, and maintain payment resources for members.
  • Identify, develop, maintain, and leverage strategic relationships with relevant staff of external organizations, including coalitions, in accordance with relevant PPS policies and priorities.
  • Coordinate with our PPS lobbyist to draft and provide strategic advice and counsel on PPS comment letters and other external communications.
  • Help resolve member inquiries by connecting members with the resources and answers they need, working closely with member committees as well as the payment and practice experts at APTA.
  • Act as our staff liaison to the Payment Policy Committee, committee- or board-directed task forces, staff work groups, member groups, and volunteer leaders on initiatives and tasks in alignment with the section’s strategic priorities. In coordination with committee chairs, schedule meetings, develop agendas, complete minutes, and provide facilitation, direction, and clarification during meetings if needed.
  • Establish short- and long-term committee goals that support the PPS Strategic Plan and include timelines for the development and implementation of strategic programs, projects, and activities. Act as the project manager for committee activities.
  • Collaborate with Education and Communications staff in developing strategic communications, messaging, and grassroots materials that are designed to advance PPS policy priorities. Identify ways to promote tools and resources through all available channels, such as live educational programming, webinars, on the Section’s website, in the Section’s magazine, and through other communication vehicles such as podcasts and social media.
  • Activate and track engagement metrics to understand how members access and evaluate payment resources and develop or amend future deliverables accordingly.

Job Requirements

Qualifications of the Senior Payment Advocate

  • Bachelor’s degree plus 6-8 years of related work experience with any of the following: payment policy, public policy, third-party payment, regulatory issues, billing and coding issues, and/or utilization management. Association experience is a plus.
  • Familiarity with private and public third-party payment and coverage policies and healthcare payment procedures.
  • Ability to professionally represent PPS, PPS members, and consumers to internal and external audiences.
  • Experience working with volunteers and subject matter experts.
  • Ability to work independently and in a team environment.
  • Ability to travel 3-5 times per year for conferences and other association business.
