Job Description

Essential Duties and Responsibilities (may include, but not limited to):

  • Manage the operations and structure of the Accounting Department
  • Coordinate the submission of the annual Incurred Cost Report and interface with DCAA for audits
  • Ensure compliance with the HII SOX requirements
  • Comply with local, state and federal government reporting requirements and tax filings
  • Issue timely and complete financial statements and manage year end audit
  • Serve as liaison to external auditors
  • Work to reduce monthly and annual closing times
  • Calculate and issue financial and operating metrics
  • Manage the production of the annual and 5-Year budgets and rolling forecasts
  • Supervise the accounts receivable, payable and general accounting functions
  • Ensure accounts payable are paid in a timely manner with full documentation and timely billing and prompt collection of accounts receivable
  • Ensure bank & general ledger account reconciliations are completed timely
  • Prepare and consolidate financial statements
  • Manage all aspects of the general ledger
  • Provide monthly, quarterly and year-end reports and analyses
  • Establish, modify, update accounting practices and procedures
  • Maintain a system of internal controls over accounting transactions
  • Maintain a current documented system of accounting policies and procedures
  • Conduct employee training related to accounting functions
  • Perform employee reviews and provide constructive feedback
  • Perform other appropriate duties as requested

Minimum Qualifications:

  • Knowledge of finance, accounting, budgeting and cost control principles including Generally Accepted Accounting Principles and Federal Acquisition Regulations
  • Proficient with Deltek Costpoint and experience with system installation and enhancement
  • Proficient with Microsoft Office
  • Ability to develop analytics for financial statements and reviews
  • Ability to develop Provisional and 5 year rate budgets
  • Ability to multi-task, work under pressure and meet required deadlines
  • Strong verbal and written communication skills 
  • Skill and ability to perform critical strategic tasks and to interpret broad strategic requirements and develop and execute plans to satisfy them.
  • Ability to have major impact on organizational success and productivity, with extensive latitude for independent judgment.
  • Ability to communicate effectively at the highest levels.
  • Ability to contribute functional expertise to business proposal initiatives.
  • Ability to develop and lead large-sized projects, including defining scope, objectives and methods.
  • Ability to train and mentor more junior staff.
  • Can be viewed as an expert within a specialty and as highly competent within the broad discipline, both internally and externally.
  • Level of language skills, mathematical skills, communication skills, reasoning ability and computer skills necessary to perform essential functions of the job.

Job Requirements

Education and Experience Required:

 

  • BA/BS in Accounting or Business degree with an emphasis in Accounting.  Masters Degree in Finance, Accounting, or Business Administration a plus
  • Minimum 10 years of relevant experience
  • CPA a plus
  • 5 years experience with DCAA, FAR and Government Contracting
  • Experience with financial analysis for capital investments, pricing, contract negotiations and acquisitions
  • Experience with Deltek Costpoint preferred
  • Must be able to relocate to Newport News, VA.  Relocation package available.
