Payroll Specialist

Basic Functions & Responsibilities

This position provides critical payroll functions, meeting strict deadlines while maintaining a high degree of accuracy in a high volume environment.  Employee computes, disburses wages, deductions, taxes, and other withholdings, posts payroll data and prepares reports and/or payments to government agencies, insurance companies, and others.

Essential Job Functions

  1. Prepare payroll for all employees. Receive, review and determine propriety and accuracy of all payroll data.  Develop and maintain a variety of payroll spreadsheets and queries for analysis, reconciliation, and informational purposes.
  2. Complete three separate stages of payroll processing using PeopleSoft Human Resource, Finance, and Student systems. Review the results of each process for accuracy, troubleshoot any errors and make corrections to allow for successful timely completion of each payroll. 
  3. Setup payroll deductions, employee direct deposits, and wage assignments. Maintain and update general ledger combination codes for each contract and non-union employee. 
  4. Research, troubleshoot, and correct payroll related problems. Prepare required journal entries and payroll adjustments in PeopleSoft Finance system.  Adjust employee balance tables for errors, voids, and overpayments.
  5. Maintain comprehensive knowledge of eAFTA system. Assist adjunct faculty in understanding the eAFTA system, the adjunct faculty pay schedule, and the adjunct faculty pay process.  Work closely with the class originators and technical operation specialists to effectively use and troubleshoot the eAFTA system.
  6. Apply federal, multi-state and local tax rules to payroll operations to ensure regulatory compliance. Prepare federal, state and local tax returns on a per payday, quarterly, and year-end basis.    Annually prepare and distribute W-2 forms and all related reports.
  7. Maintain Wisconsin Retirement System (WRS) data for each employee ensuring that the district is complying with WRS guidelines. This includes the determination of eligibility for all employees. Process terminations, category changes, disbursement of funds to WRS and prepare monthly and annual reports. 
  8. Reconcile payroll-related general ledger and WRS.
  9. Assist employees with 403(b) and 457 retirement plans. Compile data, prepare reports, and schedule payments to appropriate retirement plan administrators.
  10. Test PeopleSoft patches and fixes prior to implementation into live PeopleSoft system.
  11. Perform employment verification for credit bureau/banking institutions, and housing verification for insurance related purposes.
  12. Establish criteria and specifications for developing/changing computerized payroll related reports.

Secondary Job Functions

  1. Assist with annual college financial audit and unemployment compensation audit as required.
  2. Perform other duties as requested.

  • Associate Degree in Accounting or related area, AND
  • Three years of practical payroll work experience in a large, complex organization, AND
  • Advanced Excel and Basic Word skills are required. OR
  • An equivalent combination of related education, training and experience.
  • FPC or CPP certification is preferred.
  • Experience working with PeopleSoft Payroll Related Modules  is preferred.
