Job Requirements

ESSENTIAL

  • Assist Capture/Proposal/Program Management in establishing strategy on contracting with customer

           including: recommendations, contract type, reviewing terms, etc.; provides Supply Chain with terms and flowdowns

  •  Manages customer contractual relationships (e.g. ACO, PCO, CO) and oversees change management during

            execution to mitigate risk

  • Work with the Program team to include functional peers and program managers to ensure bids and execution are in alignment with requirements
  • Negotiate modifications to various types of contracts.
  • Manage government and commercial contract vehicles
  • Program-related travel is very rare but may be required and should be US based only

ADDITIONAL

  • Additional duties as assigned.

Supervisory Responsibilities

  • This position has no supervisory responsibilities.

Reporting Relationships

  • Reports to Manager of Contracts 

Qualifications

 

REQUIRED

  • B.A. or B.S. degree.
  • Seven to ten years of experience administrating Government Prime Contracts
  • Experience in administering various types of Contracts (CPFF/CPIF/CPAF/FFP, and Time & Material).
  • Considered a subject matter expert with Federal Acquisition Regulation (FAR) and DFAR regulations
  • Strong work ethic and ability to prioritize several programs is essential
  • Experience with data entry of contracts; preferably in peoplesoft
  • Significant experience in Proprietary Information Exchange Agreements/Non-Disclosure Agreements and Teaming Agreements
  • Excellent communication and problem solving skills
  • Ability to adequately interpret contractual guidelines and look for best solution even if no solution appears reasonable at the time
  • Strong legal knowledge in ability to understand Government regulations
  • Must be able to obtain a TS/SCI clearance
  • Ability to successfully operate in a team environment with various personalities
  • Ability to lead proposal activities from a contractual standpoint
  • Ability to independently take charge of a task and formulate best options

DESIRED

  • Master’s Degree desirable
  • Supply Chain and/or finance experience
  • Experience with commercial contracts

The Contract Advisor (Manager), also known as a Contracts Manager in Government industry, is responsible for evaluating Request for Proposals, negotiating contracts and associated business risks, executing contract modifications, and negotiating Terms and Conditions. The Senior Contracts Administrator should also possess good written and verbal communication skills, customer relations, attention to detail and accuracy, excellent organizational skills, and the ability to work as part of a team.

Successful candidates should have experience in administering various types of Contracts (CPFF/CPIF/CAF/FFP, and Time & Material) in accordance with the rules and regulations specified in the contract, as well as the policies and procedures of Oceaneering International.

The Contracts Advisor will be responsible for contracts with a higher dollar value and with increased visibility throughout the division. The Senior Contracts Administrator may also take the lead on various proposals and mentor less experienced Contracts Administrators.
