Job Title: Operations Manager

Job Location: Alexandria, VA

Project Overview: Abacus Technology Corporation is seeking an Operations Manager to oversee network operations for the National Science Foundation (NSF).  This is a full-time position. 

Major Duties & Responsibilities: Provide guidance and leadership for the IT and network operations function and supporting technical personnel across multiple data center sites and end-user service consumer locations, along with operational interaction with cloud service providers (CSPs).  Oversee and direct the planning, scheduling, execution and tracking of day-to-day operations activities, ensuring that IT services and supporting elements in the service-chain (e.g., systems, networks, infrastructure and third-party supporting service providers) perform to their agreed service levels.  Identify risks within the operations function and develop risk mitigation strategies to reach acceptable residual risk levels.  Provide impact assessments for financial, schedule, technical, resource, and risk levels for all change requests or regulatory requirements.  Coordinate with security operations to protect, detect, respond and recover from attacks against IT assets.  Identify and assess near- and long-term operational needs, developing action plans and budgets to address each specific need.  Support strategies and planning for cloud integration and security with on-prem services and assets.  Supervise implementation teams performing maintenance (software patching), upgrades and installations of physical IT assets (servers, networks, storage, appliances, and supporting infrastructure), virtualization and system software operating environments, including security hardening recommendations and practices (e.g., CIS, NIST, STIG).  Manage the development of work schedules and resource assignments.  Oversee incident handling and escalations involving service outages throughout the incident lifecycle, from initial detection/reporting to resolution.  Supervise resolution of service requests and escalations.  Supervise problem resolution from identification to root-cause.  Monitor business-critical services and systems to maintain agreed to levels of operational availability and performance.  Develop operational policies and service level objectives (SLOs) for operations subgroups.  Introduce new methods to streamline operational activities.  Oversee the development of operations guides, handbooks and procedures used by operations team.  Support USG security reviews, FISMA audits, OIG investigations, FOIA requests, customer leadership requests, IV&V, and/or quality assurance (QA) compliance assessments.  Support processes and reviews for USG authority to operate and/or accreditation.  Provide advisory communications to USG stakeholders related to daily operations.  Assist USG customers in negotiating supplier contracts with vendors and service providers for technology, supplies, consumables and services.

Qualifications: 10+ years experience in a network engineering role including experience in a supervisory or management.  Bachelor’s degree in a related field.  Must hold at least one of the following certifications: CISSP, ITIL, CCNP, and/or CCIE.  VCP or AWS Certification in Systems Operations Administration – Associate desired.  Demonstrated experience leading and supervising teams of various technical skill levels.  Demonstrated experience with LAN/WAN architecture integration.  Demonstrated experience with investigating and successfully implementing and integrating of new technologies into a converged network.  Experience managing personnel in the following areas: storage technologies, enterprise security, network management, desktop and server operating systems, directory services, unified communications, wireless technologies, application distribution technologies, and internet services.  Must be a US Citizen.
