The BMIC Senior Operations Supervisor serves as the central operational engine for the Biomedical Informatics Core (BMIC) within the Clinical and Translational Science Institute (CTSI) at the University of Utah. This role bridges the gap between technical execution and business strategy, coordinating seamlessly across engineering leads, user services, project management, and executive leadership to ensure organizational efficiency.

What this role is: An operational, administrative, and team-leadership powerhouse. It focuses on workflows, financial sustainability (SRC models), compliance, capacity planning, and people management. You'll coordinate resources with the BMIC Senior Research Project Navigator, and engineering leads for technical systems to support scientific, data science, or clinical informatics consultations that are provided in other roles.

Responsibilities

Senior Supervisor, Technical Project / Program Management

Requires a bachelor's (or equivalency) + 4 years or a master's (or equivalency) + 2 years of directly related work experience.

Direct/Manage/Supervise the delivery of technical projects/programs within the organization. Develop and enforce project delivery standards and establish the organization's approach to the full life cycle of projects, from planning, initiation, resourcing, execution, monitoring, control, and completion. Oversee project teams, drive resources, budgets, and schedules. Track and provide project status and audit reports; manage the risk, issue, and change resolution process and work with other leaders to take corrective action as necessary. Work across teams to define project priorities and implementation opportunities and challenges. Coordinate and lead daily team activities. May spend a portion of time performing the work of those they supervise. Assist with management decisions and activities. Working knowledge of team function within the organization.

Core Scope of Responsibilities

  1. Operational Integration & Cross-Functional Coordination
  • Central Liaison: Act as the primary operational connector linking Engineering Leads, User Services Leads, Project Managers, and the BMIC Director.
  • Capacity & Prioritization: Coordinate resource allocation and capacity reviews across core infrastructure, regulatory management, and Service Recharge Center (SRC) activities.
  • Cross-Functional Workflows: Support complex, multi-departmental pipelines (e.g., managing research recruitment workflows that cross BMIC, CRSO, Epic IT, and Health Sciences).
  1. Service Recharge Center (SRC) & Financial Operations
  • Business Model Management: Support operations focusing on usage-based, invoiced recharge models.
  • Financial & Pipeline Monitoring: Track revenue trends, monthly invoicing, cost-recovery planning, rate reviews, and incoming project pipelines.
  • Data-Driven Dashboards: Support the creation and maintenance of operational dashboards such as:
  • Capacity utilization & project backlogs
  • Revenue generation & throughput
  • Staffing allocation vs. projected demand
  1. Workflow Standardization & Governance
  • Process Optimization: Standardize intake, triage, implementation, and handoff protocols for data engineering, research recruitment, and software pipelines.
  • Friction Reduction: Strengthen the operational interfaces between user self-service tools and premium recharge services to eliminate project bottlenecks.
  • Compliance & Quality Control: Ensure that institutional governance, privacy regulations, regulatory maintenance (21 CFR Part 11 and NIST SP 800-171) and IRB-aligned procedural controls are tightly operationalized.
  • Continuous Improvement: Refine core service implementations for foundational BMIC tools (e.g., REDCap, OpenSpecimen, and data pipelines).
  1. Leadership & Workforce Development
  • Strategic Planning: Partner with BMIC leadership on workforce planning, strategic recruitment timing, and operational continuity.
  • Team Management: Provide day-to-day supervision, guidance, and performance management for direct operational reports.
  • Talent Development: Facilitate clear growth and development pathways for junior staff members.

Minimum Qualifications
