AtWork Personnel is seeking an experienced Business Analyst III / PM-Business Analyst to support modernization initiatives for a Texas state agency. This role will focus on analyzing legacy applications and helping convert them into modern, web-based solutions.

What You’ ll Do

• Lead requirements and analysis activities for legacy application modernization
• Analyze existing systems, databases, workflows, and business processes
• Document current-state functionality and translate it into future-state requirements
• Gather, document, and validate business, functional, technical, and non-functional requirements
• Perform gap analysis between legacy systems and modern web-based solutions
• Work closely with developers, architects, database teams, stakeholders, and SMEs
• Support .NET and SQL-based application development efforts
• Facilitate meetings, requirements reviews, walkthroughs, and sign-off discussions
• Track tasks, report milestones, identify issues, and escalate risks
• Support development and testing teams by clarifying requirements and validating functionality
• Communicate project status, risks, and dependencies to leadership

Required Qualifications

• 12+ years of experience in legacy system analysis and modernization strategies
• 12+ years of SDLC experience, especially for web-based application development
• 12+ years of experience gathering and documenting business, functional, and technical requirements
• 12+ years of experience translating legacy application behavior into modern web-based system requirements
• 12+ years of stakeholder facilitation, communication, consensus building, project coordination, and task tracking
• Strong knowledge of SQL-based data models and system integrations
• Experience reviewing workflows and identifying modernization opportunities
• Strong written, verbal, and presentation communication skills
• Ability to create clear, complete, and testable requirements documentation
• Ability to work effectively with cross-functional technical and business teams
• Ability to identify system and compliance gaps and recommend practical solutions
• Ability to adapt in a fast-paced, evolving technical environment

Preferred Qualifications

• 12+ years of experience in business analysis or PM/BA roles
• 8+ years of experience converting legacy applications to web-based solutions
• 8+ years of hands-on experience working with .NET development teams and SQL databases
• 8+ years of experience with project management methodologies
• 4+ years of experience supporting large-scale IT systems in government or regulated environments
• Bachelor’ s degree in Business, Computer Science, Information Systems, or a related field
• PMP, PMI-PBA, CBAP, or similar certification preferred

Ideal Candidate

The ideal candidate is a seasoned Business Analyst or PM/BA with deep experience modernizing legacy systems, documenting complex requirements, and working with technical teams to support web-based application development. This person should be comfortable working independently, leading stakeholder discussions, and translating complex legacy functionality into clear, actionable requirements.
