In 1973, Turtle Creek Valley MH/MR, Inc. was incorporated as a non-profit 501(c) 3 through a Model Cities Grant for the purpose of providing mental retardation services in the Turtle Creek Valley. A federal grant in 1980 established the organization as a community mental health center and services expanded to include outpatient, partial hospitalization, residential services and case management. Through the grant funding, individuals and families could receive mental health services regardless of their ability to pay. TCV Community Services expanded services to the Steel Valley communities in 1981 and established a regional drug and alcohol program, Alternatives. Funding from the state and federal government through a contract with Allegheny County Department of Human Services continues to allow the Agency to offer services to individuals and families who are uninsured using a sliding fee schedule with fees determined based on individual/family income. In 2010, TCV Community Services celebrated 40 years of quality services to the community. Today, the agency offers a full continuum of mental health, drug and alcohol treatment programs and services for adults with intellectual developmental disabilities.

TCV provides a continuum of services, care and support that empowers individuals, families and communities with behavioral, mental health, substance abuse and/or developmental issues to sustain their recovery and achieve the important possibilities in their lives.
