Community Council for Mental Health and Mental Retardation, Inc. opened in 1967 through a staffing grant from the Department of Health Education and Welfare and operated under the auspices of Philadelphia Psychiatric Center. In 1985, Community Council became a trendsetter in the field of Case Management and participated in the original “Board and Care Project” funded by the Robert Woods Johnson Foundation.
With an ever evolving client base and focus on recovery, the agency has developed standards for providing services which are based on the latest and most proven clinical philosophies and delivery methods. While holding steadfast to high standards of cultural competency, Community Council has been able to develop positive therapeutic relationships with thousands of citizens throughout the City of Philadelphia. In more recent years, the agency has serviced a myriad of Philadelphia’s child and adolescent population through educational and emotional support services in and out of the traditional school setting. From 1989 to present, many innovative, highly respected, and successful programs have been implemented. As Community Council continues its pursuit towards excellence, it will maintain its rich tradition of offering the most comprehensive behavioral health and educational services to the community.
The Educational Services Division’s mission is to provide a safe and structured educational environment where children and adolescents can be nurtured.
