Job Description

This position  will work with the Terminal Manager & Corporate Safety Personnel. Responsibility  for maintaining/updating the documentation  supporting the facility implementation of the fourteen (14) elements of the Process Safety Management  program.

 

RESPONSIBILITIES

  • Gathering and organize information pertaining to all 14 elements of PSM to sustain the program.

  • Assist with the development and maintaining written process safety information identifying workplace chemical and process hazards, equipment used in the processes, and technology used in the process.

    • Develop and implement a point of  use library containing all process safety information  in accordance with OSHA 1910.119.

    • Preparing compliance manuals as necessary.

  • Assist with the organization  and execution of  Process Hazard Analysis of  all plant units

    • Track the status of recommendations against due dates and ensure zero late action items

    • ensuring documentation is available for all employees at the facility

  • Over seeing  the  Management of Change Program which include:

    • Tracking of change submittals and approvals, and  Start-up approvals,

    • assisting  with the development of operating procedures,

    • Tracking results of hazard evaluation, training of personnel on changes,  other recommendations/ ensuring zero late action  items.

    • updating of Process Safety Information / ensuring documentation is available for all employees at the facility

  • Participating in compliance audits for PSM. This includes preparing for the audits.

    • Track the status of recommendations against due dates and ensure zero late action items

    • ensuring documentation is available for employees at the facility

  • Assist with performance of workplace hazard assessment, including, as appropriate, identification of potential sources of accidental releases, identification of any previous release within the facility that had a potential for catastrophic consequences in the workplace.

  • Consult with effected employees and maintain documentation that supports employee participation with the PSM program. 

  • Assist Facility Operations with development of written operating procedures for the chemical processes, including procedures for each operating  phase, operating limitations, and safety and health considerations.

  • Assist with the performance of Pre-Startup Safety Review (PSSR) of all newly installed or modified equipment. Tracking the status of recommendations and completion as identified in the performance of the PSSR.  Periodic audits of the PSM Program.

  • Enlist and train other department personnel to assist in the development and implementation of the PSM program elements.

  • Based on the facility PSM program procedures ensure all associated documentation is filed, indexed and maintained sufficiently for third party compliance auditing.

  • Ensure Site’s EPA RMP file is kept up to date including the 5-year accident history

  • Assist facility mgmt. with development of annual program  implementation goals,  provide periodic reports and distribute as required.

Job Requirements

 

  • Requires at least 2 to 5  years in one of the following: Process Safety or Process Engineering, or 5- 8 years experience in Process Operations – with specific experience in;

    Procedure Writing / Incident Investigation / Participation in PHA’s , MOC’s, and PSSR’s / Mechanical Integrity.

  • Previous experience as a PSM coordinator is a plus, however a working knowledge of the PSM standard is required.

  • Experience leading PHA’s is preferred.

  • Should be familiar with codes, standards and RAGAGEP as applied to Process Safety.

  • Working knowledge of the facility-interrelationships of the various departments and  manufacturing processes within the facility.

  • Required to pass a physical.

  • Computer skills, particularly  Microsoft Word, Microsoft Excel, Microsoft Outlook, Internet Explorer and other general purpose and industry specific software packages.

  • Possess an understanding of document control as it relates to the PSM process.

  • Work independently with minimal supervision, self-starting, proactive,  strong organizational skills in multi -tasking  assignments simultaneously, set goals, and completes commitment schedules. A Team player who works effectively and cooperatively with others.

  • Willing to travel to seminars, training schools etc. for initial program training and continuing education.

  • Good oral and written communication skills at all levels.

     

     

     

    EDUCATION

     

    Requires a minimum of a high school diploma; highly prefer an Engineering or other Technical degree .
