Job Description

Roles and Responsibilities

Manages people for programs or projects involving department or cross-functional teams focused on the delivery of MMIS projects and/or programs into a finished state.

Manages planning, design, testing and implementation of the MMIS, Ensure that all System Design and Development is performed in accordance with the proposed SDLC

Initiate recommendations to the Department for system application improvements

Manages communications and recommendations and report design and development activities to the client (appropriate State Department(s))

Manages the overall change control over the MAS

Plans and directs schedules as well as project budgets.

Monitors the program/project from initiation through delivery, interfacing with customers or department personnel.

Organizes project activities that may require interdepartmental meetings and communication ensuring completion of the program/project on schedule and within budget constraints.

Assigns and monitors work of technical personnel, such as systems analysts and programmers, providing support and interpretation of instructions/objectives.

Directs the activities of project support staff and sub-contractors and is responsible for ensuring appropriate resources are allocated and maintained to facilitate the successful completion of the project.

Ensures the ongoing process/system capability associated with projects and manages any changes required to meet or exceed the expectations established in project designs.

Establishes operational objectives and work plans, and delegates assignments to individual contributors or subordinate managers.

Senior management reviews objectives to determine success of operation.

Involved in developing, modifying and executing company policies that affect immediate operations and may also have company-wide effect.

Works on issues where analysis of situations or data requires an in-depth knowledge of organizational objectives.

Implements strategic policies when selecting methods, techniques, and evaluation criteria for obtaining results.

Establishes and assures adherence to budget, schedules, work plans, and performance requirements.

Regularly interacts with senior management or executive levels on matters concerning several functional areas, divisions, and/or customers.

Manages activates of a department(s) through individual contributors or subordinate managers.

Subordinate managers exercise full supervision in terms of costs, methods and staffing

All other duties as assigned

Job Requirements


  • At least four (4) years experience in design, development, implementation, operations, maintenance, and modifications for a large-scale integrated healthcare claims processing system
  • Demonstrated comprehensive experience managing the planning, developing, testing, and implementing of software application changes
  • Demonstrated comprehensive experience using the proposed software development lifecycle methodologies and COTS products
  • At least four (4) years experience managing a staff of over 20 in a complex IT environment
  • Bachelor’s degree in Information Technology or related field or at least four(4) years’ experience in the position is required

HealthCare (Payor) management Experience required

Government Health Care (Medicaid and Medicare) preferred

Location is: Albany, NY
