Sr. Programmer Analyst - GIS/.NET



The Sr. Programmer Analyst’s role is to define, develop, test, analyze, and maintain new and existing software applications in support of business requirements.  This includes writing, coding, testing, and analyzing software programs and applications.  The Sr. Programmer Analyst will also research, design, document, and modify software specifications throughout the software development life cycle.  This position reports to the Applications Supervisor.


  • Collaborate with programmers and designers in conceptualizing and developing new software programs and applications.
  • Liaise with other developers and network administrators to assist in resolving problems with application systems.
  • Analyze and assess existing business systems and procedures.
  • Assist in the definition, development, and documentation of an application’s business requirements, objectives, deliverables, and specifications on a project-by-project basis in collaboration with internal users and departments.
  • Assist in defining application development project plans, including scoping, scheduling, and implementation.
  • Research, identify, analyze, and fulfill requirements of all internal and external program users.
  • Communicate with vendor software support personnel to resolve issues encountered with vendor software.
  • Consistently write, translate, and code software programs and applications according to business requirements.
  • Design, run and monitor software performance tests on new and existing programs for the purposes of correcting errors, isolating areas for improvement, and general debugging.
  • Provide verbal and written project status.
  • Develop and maintain user manuals and guidelines.
  • Train end users to operate new or modified programs.
  • Conduct research on emerging application development software products, languages, and standards in support of procurement and development efforts.
  • Recommend and perform software improvements and upgrades.
  • Provide guidance to junior team members.
  • On call availability for system support
  • Overtime hours may be required to meet project deadlines.



  • Technical:
    • 7+ years of overall applications programming experience
    • Proficiency in a variety of programming languages, including:
      • 4+ years ASP.NET, VB.NET, HTML, XML, AJAX, SOA, WCF and
      • 2+ years experience in developing custom web-based GIS applications with an emphasis on Silverlight API, Silverlight Viewer for Esri ArcGIS 10.x, Esri ArcGIS Web Services and
      • 3+ years experience in writing stored procedures and transact sql
      • Experience with Esri ArcGIS for Desktop Advanced (formerly ArcInfo)
      • Experience with Microsoft Team Foundation Server or other source control software
      • Experience with Microsoft Office

    • Flexible and adaptable in regards to learning and understanding new technologies.
    • Experience working both independently and in a team-oriented, collaborative environment.
    • Experience in Scrum/Agile a plus.
    • Experience working with third party software vendors.



  • Bachelors degree in the field of Computer Science, Information Systems, or Software Engineering or equivalent combination of education and work experience.
  • Prior experience interviewing end-users for insight on functionality, interface, problems, and/or usability issues.
  • Able to communicate effectively with non-technical staff and with members of interdisciplinary teams.
  • Experience in midstream applications a plus
