Position Summary


The Standards Developer is an experienced individual contributor role responsible for participating in the development of plans to mitigate risks to the Bulk Power System, building continent-wide consensus on technical issues and working closely with Regional Entities and federal regulators.  This position manages projects to develop NERC Reliability Standards and other projects to mitigate risk to the Bulk Power System.  The Standard Developer ensures NERC Reliability Standards are developed in accordance with required schedules, meet identified criteria, and are developed pursuant to the NERC Rules of Procedure.  This role communicates extensively internally and externally about assigned projects.  This position reports to a management position in the standards department, i.e. Director, Associate Director or Manager.


Duties and Responsibilities

  • Participate on teams to develop plans to mitigate risks to the Bulk Power System.
  • Manage the development of NERC Reliability Standards, and ensure that developed Reliability Standards meet the criteria identified in the NERC Rules of Procedure.  Management responsibilities include:
    • Execute, control, and proactively manage to project schedules.
    • Drive consensus in a timely manner.
    • Understand gaps in technical discussions and drive the closure of the identified gaps.
    • Coordinate with other Standards Development, other NERC departments and Regions to facilitate the successful development and implementation of standards.
  • Provide project management to execute plans to mitigate risks to the Bulk Power System that are not related to standards development.
  • Assist NERC legal in developing regulatory filings related to NERC activities.
  • Communicate with industry stakeholders through presentations, briefings, seminars, news articles, and workshops.
  • Interface with NERC committees, subcommittees, and working and industry stakeholder groups as necessary on project activities.
  • Perform other duties and responsibilities as assigned.

Job Requirements



The successful candidate will have:

  • A Bachelor’s Degree from an accredited four-year college or university, or equivalent experience.
  • Four to eight plus years of progressive and successful experience leading projects, teams, and/or initiatives in a technically and operationally complex business/organization.
  • Advanced ability to work independently in a fast-paced environment with minimal direct supervision.
  • Strong analytical, problem solving, prioritization, and project management skills.
  • Competence in interpersonal communications, with the ability to interact diplomatically with people from many levels of industry.
  • Excellent oral and written communication skills, including editing and proofreading skills.
  • Proficiency using Microsoft Office tools including Word, Outlook, Excel, and PowerPoint.
  • Ability and willingness to travel regularly.

Additional desirable qualities:

  • Engineer with a P.E. license and/or a J.D. licensed to practice law in at least one state and/or a master’s degree in related field.
  • At least five years of experience in the energy, legal, or public policy sectors.
  • Prior experience drafting policy, regulation, legislation or other guidance material.
  • Experience in one or more of the following fields:
    • Project Management
    • Requirements Gathering
    • Facilitation
    • Legal
    • Technical Writing      
  • Experience using Microsoft Project and Visio.
  • Familiarity with the application of NERC standards.
  • Working knowledge of NERC’s standards process.
  • One or more certifications from the Project Management Institute.
