Eligibility/Healthcare Project Manager – 2 – 3 year project!
This is an extremely large, long term project to convert an eligibility system from mainframe/cobol to web based. This eligibility system has been there for about 20-30 years and this project has been talked about for at least the past 10 years and now, with the ACA act, there is finally funding to make it happen. This project cuts across 4 government agencies (this is unheard of since agencies don’t usually work well together and have been silo’d for decades) and will transcend all 7 programs these agencies have. Each agency has its own Master Client Index, or database of people/users. They are trying to bring these together under 1 repository and get all the information under one umbrella so they can see what is going on more effectively and efficiently across departments.
Also, this conversion will allow the system to be more easily advanced technologically. They can replace what isn’t working, make it better, etc. The SOA based architecture will allow updates, additions, and they can even make it mobile eventually (Basically, going from the 1980’s to 2014). This will allow less time spent on paper and more time with people.
Right now, they are finishing the planning and in a couple weeks, they will move into design and implementation – RV sessions (requirements & validation – much like JAD or RAD)
With such a large project like this, there are growing pains to combat. Most of these growing pains are mainly centered on the users who have been set in their way of doing things for such a long period of time…and this has presented quite a challenge. So, this Eligibility/Healthcare Project Manager will need to manage the processes so that they can be communicated effectively. This Eligibility/Healthcare PM will not actually be communicating with those end users, just making sure it can be communicated based on the processes put in place and managed to. As Project Manager, you will need to execute, facilitate, move obstacles, and escalate issues when necessary.
