Operational management responsibility for the following agency locations:


Job Description Summary:

The Regional Director of Operations is responsible for the overall fiscal and operational performance of the division. Ensures quality care and organizational performance. Ensure division is appropriately and adequately staffed.

Provides guidance and counseling to Assistant Director of Operations and assigned managers to assist them in continually improving all aspects of home health care services provided through organization personnel. Mentors and evaluates performance of Assistant Director of Operations. Ensures that Clinical Managers are provided with the resources and mentoring to develop skills and techniques in evaluating the performance of clinicians.

Essential Job Functions/Responsibilities:

A.Plans and directs operations to ensure the provision of adequate and appropriate care and services.

B.Provides fiscal planning, budgeting and management.

C.Recruits, employs and retains qualified management staff to maintain appropriate staffing levels.

D.Ensures overall agency preparation for licensure and other audits and surveys as they pertain to administrative functions.

E.Ensures the delivery of quality and safe home health services.

F.Ensures the evaluation of organization performance via performance improvement program, productivity, quarterly and annual reviews.

G.Directs Assistant Director of Operations, Clinical Managers, Sales Managers, and Business Services Managers to ensure compliance with all applicable personnel practices, standards and regulations.

H.Establishes and maintains effective channels of communication.

I.Responsible for ensuring all employees have access to current Policies and Procedures and processes.

J.Evaluates services and programs; recommends modifications as indicated. Ensures personnel development including orientation, in-service education and continuing education. Evaluates the orientation program for new organization personnel. Ensures all new staff receive complete and appropriate orientation.

K.Ensures that ADO and managers direct personnel in performance of their duties including admission, discharge and provision of service to patients, and ensures appropriate supervision is available during operating hours.

L.Ensures a qualified alternate is available at all times during operating hours in the absence of the Regional Director of Operations.

M.Follows all privacy policies of CareSouth and maintains the confidentiality of protected healthcare information (PHI).

N.Directs assigned Managers in managing teams and planning.

O.Ensures monitoring of operational indicators to identify changes which could impact staffing levels, quality of care, revenues or expenses.

P.As needed, works with Assistant Director of Operations and/or Clinical Managers in determining eligibility of referred patients, including medical necessity, homebound status, staff availability and payor source considerations.

Q.Promotes a culture of customer service to all organization personnel.

R.Assures proper maintenance of clinical records in compliance with local, state and federal laws.

S.Ensures evaluation of quarterly utilization of all supplies for appropriateness and fiscal responsibility.

T.Directs the development and implementation of goals for the home care agency.

U.Promotes home health referrals in the health care community. Works with sales manager to ensure adequate marketing and new business ventures to promote organization viability and growth

V.Ensures all business development activities are clinically accurate and occur in sufficient number, quality and target audience to inform the referring community about the organization’s services and home healthcare in general.
W.Ensures that all employee and customer complaints/concerns are investigated and addressed; provides appropriate feedback to Regional Vice President of Operations with corrective action plan as needed.

X.Serves as the Infection Control Coordinator for the Agency

Y.Directs the Performance Improvement activities of the Agency

a.Chairs the Performance Improvement Committee
b.Monitors and evaluates the quality and effectiveness of patient care through the use of quality reports and on-going patient chart audits.

Z. Ensures regular staff meetings are conducted and appropriate records maintained.

Job Requirements

1.Registered nurse with current licensure to practice professional nursing in the State required. Bachelor’s degree in healthcare or nursing preferred.

2.At least three to five years experience in health care management, minimum of 2 years home health experience required.

3.Demonstrated ability to supervise and direct professional and administrative personnel.

4.Demonstrated ability to work in autonomous roles with minimal supervision.

5.Demonstrated ability to motivate, educate and supervise others.

6.Demonstrates good communications and public relations skills.

7.Demonstrated ability to read and interpret financial reports.

Continuing Education Requirements: Organization personnel are expected to participate in appropriate continuing education as may be requested and/or required by their immediate supervisor. In addition, organization personnel are expected to accept personal responsibility for other educational activities to enhance job related skills and abilities. All personnel must attend mandatory educational programs.
